This document provides clarifications and answers to vendor questions regarding the FY 26 Stockton Refuse Collection opportunity.

• CLIN 0001 "Admin Areas" Pickup Schedule: The period of performance for refuse services is a twelve (12) month period from December 1 through November 30. Pickups for the admin area and powerhouse are once weekly year-round.
• Dumpster Locations and Collection Schedule: Clarification on dumpster sizes and locations was provided. Attachment 7.7.1 (DUMPSTER LOCATION MAPS) of the Performance Work Statement indicates a 6cy dumpster at the Admin area and a 2cy dumpster at the Powerhouse. The RFQ was corrected to reflect that both locations require service once a week throughout the period of performance, with a specific note that the July pickup for the Powerhouse was omitted by mistake.
• "Stockton Group" vs. "Stockton" Correspondence: "Stockton Group" corresponds with "Stockton" on Attachment 7.7 Dumpster Locations/Quantities and Maps. The Stockton Group Camp is indicated as the 2-CY on the Stockton Map.

These clarifications confirm service requirements, dumpster sizes, and locations, ensuring bidders have accurate information for proposal preparation. No changes to due dates or submission rules were indicated.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial items for Refuse Removal and Disposal Services at Stockton Lake Project. The U.S. Army Corps of Engineers Kansas City District is procuring these services. The acquisition is unrestricted and the NAICS code is 562111 (Solid Waste Collection) with a size standard of $47,000,000.00. The Product/Service Code is S205 (Housekeeping - Trash / Garbage Collection).

• Furnishing all personnel, equipment, dumpsters, fuel, transportation, permits, and materials necessary to remove and properly dispose of refuse from parks and recreation areas, administrative area, and the powerhouse at the Stockton Lake Project.

• Providing roll-off services.

• Services are defined in the Performance Work Statement (PWS).

• The contract period of performance is from 01 Dec 2025 to 30 Nov 2026 for the base year, with option years extending through 30 Nov 2028.

• Pricing arrangement is Firm Fixed Price.

• Offers are due by 10 Nov 2025, 12:00 PM local time.

• All offers must be good for 90 days.

• Evaluation will be based on Price, Relative Experience, and Past Performance. Technical and Past Performance combined are more important than price.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for Refuse Removal and Disposal Services at the Stockton Lake Project.

• Furnish all personnel, equipment, dumpsters, fuel, transportation, permits, and materials necessary to remove and properly dispose of refuse from parks, recreation areas, administrative areas, and the powerhouse.

• Provide roll-off services.

• Services are defined for a Base Year (1 December 2025 - 30 November 2026) and two (2) 12-month option years.

• Quality Control: Contractor must develop and maintain an effective quality control program. A Quality Assurance Surveillance Plan will be used by the government to evaluate performance.

• Re-performance of Services: Major defects require re-performance within 4 hours of notification.

• Recognized Holidays: Services scheduled for holidays will be performed the next day.

• Hours of Operation: Work is to be performed between 5:00 AM and 7:00 PM CST, Monday through Friday, excluding federal holidays or government-closed days.

• Inclement Weather: Refuse collection will occur during inclement weather, with exceptions authorized by the COR. Missed collections must be performed within 24 hours of weather termination.

• Security Requirements: Compliance with AT/OPSEC requirements, including physical security and key control.

• Insurance Requirements: Maintain commercial liability and workman's compensation insurance.

• Period of Performance: One (1) Base Year (12 months) and two (2) 12-month option years.

• Place of Performance: Stockton Lake Project.

• Safety: Compliance with Corps of Engineers Manual EM-385-1-1 and OSHA standards.

• Environmental and OSHA: Adherence to all applicable Federal, State, and local environmental and occupational safety laws and regulations.

• Hazardous, Toxic or Special Wastes: Responsibility for removal and disposal of such materials if present.

• Property Damage: Contractor is liable for damages to public or private property.

• Permits: Contractor is responsible for obtaining necessary licenses and permits.

• Payment: Monthly payment for satisfactorily performed services via Electronic Funds Transfer (EFT), approximately 30 days after the end of the service period or invoice receipt.

Form / Attachment / Pricing Sheet

This document is the "Related Experience Form" which must be completed by all offerors to be responsive and receive consideration for award. It is intended to gather information about the offeror's past contracting background and experience.

• Offerors must provide at least one (1) and no more than three (3) submissions. Additional space may be used by duplicating the form.
• Information should only describe experience that directly pertains to the type of work set forth in Section C of this solicitation.
• Include details of any training that would enable better performance of the work outlined in the specifications.
• Reference information must include the names and current telephone numbers of all agencies/firms listed.
• Fields to be completed include:

Ratings range from Exceptional (E) to Unsatisfactory (U), with a Not Applicable (N) option.
• Remarks Section: Space for narrative comments on strengths, weaknesses, deficiencies, or other relevant information.
