Performance Work Statement (PWS)

To provide a clean, environmentally safe workplace free of debris and pests through refuse collection and recycling services for the 99th Readiness Division.

• Provide all personnel, supplies, supervision, tools, materials, equipment, transportation, and fuel for refuse collection and recycling services.

• Services to be performed on contractor-provided containers as detailed in the site plan.

• Contractor is responsible for establishing vehicle routes and collection schedules, subject to Government approval.

• May be required to perform unscheduled collections with 24-hour notice.

• Must collect refuse and recyclable material during inclement weather, with make-up collections scheduled as needed.

• Hazardous and special waste, as defined by RCRA, are excluded from this contract.

• Services must be performed in accordance with the PWS and all local, state, and federal regulations.

• Contractor shall maintain effective quality control.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP) and an inspection sheet (Exhibit 2).

• Performance Requirements Summary (Exhibit 1) outlines standards for collection, disposal, and equipment maintenance, with a 100% acceptable threshold and no valid customer complaints per month.

• Period of Performance: One 12-month base year and four 12-month option years.

• Place of Performance: Allegany County Soldiers Memorial USARC/14418 McMullen HWY Cumberland, MD 21502.

• Contract Type: Firm Fixed Price.

• Contractor must provide a list of employees to the Contracting Officer 15 days prior to award.

• Contractor must provide an on-site representative with decision-making authority.

• Contractor employees must be capable, communicate in English, and maintain a neat appearance.

• Employees must identify themselves as contractors.

• Contractor must comply with security regulations and undergo security checks.

• Vehicles must have valid state operator licenses and identification tags.

• Contractor must submit State and Federal licenses, operating permits, and certifications for disposal/recycling facilities within five working days of award.

• Contractor must submit a contingency plan for disposal/recycling in case of facility or equipment breakdown.

• Contractor must provide containers (two 8 cubic yard dumpsters: one for refuse, one for recyclables) serviced weekly.

• Contractor is responsible for cleaning up spills and maintaining collection areas.

• Contractor must transport and dispose of waste at licensed off-site facilities.

• Contractor must maintain all provided containers and vehicles.

• Contractor must respond within two hours to troubleshoot or repair inoperable equipment.

• Contractor employees must complete AT Level I training within 30 days of contract start.

• Contractor employees must comply with installation access and security policies.

• Contractor employees must complete iWATCH and OPSEC training.
