Request for Information (RFI)

This RFI is issued by the U.S. Army Contracting Command – New Jersey to seek potential sources for Refuse Collection and Recycling Services for the 99th Readiness Division in Johnstown, PA (PA051/052/053). This RFI is for informational and planning purposes only and is not a solicitation. Responses are voluntary, and the government will not pay for information submitted.

• Identify the most appropriate NAICS code for the services, specifically referencing NAICS Code 562111 "Solid Waste Collection".

• Address any concerns or unclear information regarding the draft Performance Work Statement (PWS) and facility maps.

• Provide a capability statement detailing organizational and staff capabilities, supported by documentation.

• Describe past performance on similar requirements.

• Indicate plans for subcontracting or teaming arrangements and the anticipated percentage of work to be performed by the responding organization.

• Submit organization details: name, address, email, website, phone number, and point of contact.

• Provide a statement of current small/large business status (including socioeconomic status like 8a, SDB, HubZone) and company profile (office locations, CAGE Code, DUNs number).

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide a clean, environmentally safe workplace free of debris and pests through refuse collection and recycling services.

• Provide refuse collection and recycling services for contractor-provided containers at specified locations.

• Services include collection, transportation, and disposal/recycling of various waste types (refuse, recyclables, wood, metal, bulky waste).

• Excludes hazardous waste, special waste, and sewage sludge.

• Services must be performed in accordance with the PWS and applicable local, state, and federal regulations.

• Contractor must maintain an effective quality control program.

• Government will evaluate performance using a Quality Assurance Surveillance Plan (QASP).

• Performance Objectives include: collecting and disposing of solid waste, maintaining equipment in good workable condition (washed, odor-free), and maintaining containers and collection areas. All require 100% with no valid customer complaint per month/a month.

• Period of Performance: One 12-month base year and four 12-month option years.

• Place of Performance: Johnstown Aviation Support Facility, Johnstown USARC #2, and John P. Murtha Memorial USARC, all located in Johnstown, PA.

• Contract type: Firm Fixed Price.

• Contractor must provide all personnel, supplies, tools, equipment, and transportation.

• Personnel must be capable, experienced, English-speaking, and maintain a neat appearance.

• Onsite contractor representative required.

• Contractor personnel must comply with security regulations and undergo background checks.

• Vehicles must be state-licensed and have visible identification tags.

• Hazardous and special waste are not to be collected.

• Contractor must submit a contingency plan for disposal/recycling.

• Contractor must provide government-approved containers (dumpsters, recycling bins, totes) that are fire-resistant, waterproof, and rodent-proof.

• Specific container types and service frequencies are detailed for each location.

• Roll-off containers for wood and metal disposal are required at the Aviation Support Facility.

• Contractor must respond to equipment breakdowns within two hours.

• Environmental specifications regarding hazardous waste reporting and cleanup are included.

• Antiterrorism (AT) and Operations Security (OPSEC) training is required for contractor employees.
