Performance Work Statement (PWS)

This PWS outlines the requirements for providing comprehensive solid waste management services at the Rome Research Site (Rome, NY), Newport Research Facilities (Newport, NY), and Stockbridge Research Facilities (Oneida, NY). The contractor will be responsible for all personnel, equipment, tools, materials, vehicles, and supervision necessary to perform these services in compliance with all applicable regulations.

• Integrated Solid Waste Management: Collection and disposal of refuse, recyclables, and Construction & Demolition (C&D) debris. This includes emptying containers based on estimated workloads (Appendix A) and establishing a collection schedule approved by the Contracting Officer (CO) or Contracting Officer's Representative (COR).

• Container Management: Positioning of containers for customer ease and minimal interference, maintaining collection areas by cleaning up spills and debris within a 10-foot radius, and ensuring containers are in good, workable condition, free of odors and leaks.

• C&D Debris: Provision of additional roll-off containers for unscheduled C&D debris collection upon request, with placement within one business day and disposal at a licensed facility.

• Inclement Weather: Collection of waste material during inclement weather, with missed collections to be performed within 24 hours after severe weather termination, unless otherwise authorized.

• Disposal: Transportation and disposal of all solid waste at licensed off-site disposal sites and recyclable materials at an off-site processing facility, in accordance with local, state, and federal regulations. The contractor is responsible for all associated permits and fees.

• Reporting: Monthly reports detailing total tonnage of solid waste (refuse and C&D), landfill tipping fees, and weight tickets. A separate report for recyclable materials tonnage is also required.

• Customer Complaints: No more than one (1) customer complaint per month for refuse/recyclable collection and equipment maintenance.

• Defects: Zero (0) valid defects per month for waste disposal, unscheduled collections, and monthly reporting.

• Service Completion: No litter, waste, or recyclable material on the ground within a 10-foot radius of containers after service.

• Locations: Rome Research Site/DFAS, Newport Research Facilities, and Stockbridge Research Facilities.

• Period: The PWS covers services for the period of 2026-2031 (implied by document name).
