Submission & Evaluation
Quotes are due via email to Tabitha.Haggart@us.af.mil and Jenna.Tarbania@us.af.mil by 3:00 PM ET on March 20, 2026. Offerors must use the provided Quote Template (Attachment No. 3) and submit Past Performance Questionnaires (PPQs) for up to five relevant contracts (Attachment No. 4). Evaluation will use trade-off procedures, with Past Performance being significantly more important than price. Award will be made to the responsible Offeror representing the best value. Cybersecurity Maturity Model Certification (CMMC) Level 1 (Self) is required prior to award.
Special Requirements
Offerors must comply with all environmental codes, OSHA safety standards, and security access procedures. No foreign national workers are permitted on the Rome Research Site. A Wage Determination (Attachment No. 5) specifies minimum wage rates and fringe benefits for the New York counties of Herkimer and Oneida, which must be incorporated into pricing. Offerors must also complete and return required representations and certifications (Attachment No. 2).
