Justification & Capability Statements
The statutory authority for this sole source acquisition is 41 U.S.C. 3304(a)(1), as implemented by FAR 6.302-1, Only One Responsible Source. The University of Vermont Laboratory for Clinical Biochemistry Research is identified as the only known source capable due to its role in designing and leading the biosample collection, maintaining the REGARDS biosample repository, serving as the central analysis laboratory, and having custody of proprietary, unique, and non-replaceable REGARDS participant biospecimens.
This is not a solicitation. However, any responsible source believing it can meet the Government's requirement may submit a capability statement.
