• Process Overview: The shortlist is used to identify at least three firms capable of performing project work. Evaluation considers licensed professionals, firm location, specialized experience, capacity, and past performance. Discussions can be written or oral. The top-ranked firm is sent a request for pricing; award is made if a fair and reasonable price is achieved.
• Submission Requirements: A cover sheet, SAM Entity Overview (1 page), SF330 Part 2, and a list of licensed professionals are required. • Shortlist Eligibility: Large businesses can be on the shortlist but are only chosen if small businesses are not available for the work.
• Work Types: The list of possible projects in the SAM notice is not exhaustive. Firms do not need to be able to perform all types of work listed. Any AE type project less than the simplified acquisition threshold can be done from the Shortlist.
