Purpose & Scope
The Short Selection List serves as a database for awarding AE contracts for a wide range of projects. Examples include bridge and culvert design, road and trail inspections, design of small warehouses and offices, historic preservation, energy efficiency improvements, energy audits, dam repairs, renewable energy systems, HVAC/electrical design, water and wastewater systems, construction inspection, drafting, surveying, geotechnical investigations, and various environmental studies. This is a request for qualifications, not a solicitation for specific projects.

Submission Requirements
Firms must submit a single PDF file, no larger than 20MB and no more than 30 pages, via email to paul.boucher@usda.gov. The submission package must include, in the following order:
- A cover letter outlining the firm's specializations and capabilities.
- A completed Attachment A - AE Submittal Cover Sheet.
- A SAM Entity Overview Print Out (one page). An active SAM registration is required.
- SF330, Part 2 (Attachment B).
- A separate list of licensed professionals and their states of licensing for each Function Code identified in SF330, Part 2.
- Optional: Any other information highlighting firm capabilities. Submittals lacking required documentation will be returned for revision. Firms already on the Shortlist are encouraged to update their data annually; data is retained for three years.
Evaluation Factors
The Short Selection Process follows Federal Acquisition Regulation (FAR) Subsection 36.202-4 for projects under the Simplified Acquisition Threshold. Evaluation prioritizes professional qualifications, geographic proximity, and local area knowledge as identified in the SF330 and supplemental information. Discussions may be held with qualified firms, potentially requesting additional information such as past performance references, specialized experience, or capacity. The top three firms will be ranked, and a price proposal will be requested from the highest-ranked firm.
