This is a "Presolicitation Notice" for a Multiple Award Indefinite Delivery, Indefinite Quantity (IDIQ) contract for professional architectural and engineering (A-E) design services for the US Forest Service, Region 1 - Northern Region. The contract will be a 100% Small Business Set Aside, with NAICS Code 541330 and a size standard of $25.5 million. The government anticipates selecting approximately 5 firms for negotiation.

The scope of work includes design services and related work for structures and components of USFS transportation systems, and infrastructure on USFS recreation and administrative sites. Typical projects include design, inspection, surveying, and engineering review for bridges (large & small road, trail, aquatic organism passage, culverts, bottomless arches, retaining walls), structures made of timber, steel, concrete, masonry, and earthen fill. Services also extend to snow sheds, shelters, campgrounds, water distribution, stormwater, and wastewater systems. Minor facility maintenance or repairs for USFS offices and buildings are included, but major construction or reconstruction is excluded. Design services may also cover new construction, condition inspection, decommissioning, rehabilitation, retrofit, repair, or maintenance activities. Subsidiary services like surveying, geotechnical, hydraulic engineering, and minor mechanical/electrical design may also be required.

The contract will be a one-year base contract with four one-year options, potentially totaling five years. Task orders will be issued as needed.

Firms will be selected based on demonstrated competence and qualifications, evaluated using criteria from FAR 36.602-1:

1. Professional qualifications (addressed in SF330).
2. Specialized experience and technical competence (extensive list provided, including bridge inspection, rope access, UAV use, NDE services, project management, surveying, various engineering disciplines).
3. Capacity to accomplish work in the required time and geographic area.
4. Past performance on similar contracts (government and private).
5. Office location within the general geographical area of projects.

Responses (qualification statements) must be submitted via email to crystal.amos@usda.gov by 1200 CST on March 4, 2026. Qualification statements must not exceed 20 pages. Technical questions are due via email by February 13, 2026.
