Key Requirements & Considerations

  • Labor Compliance: Bidders must adhere to multiple Wage Determinations and Collective Bargaining Agreements (CBAs) provided for various locations (DC, MD, VA, Dahlgren, Indian Head, Carderock, USNO Washington), which dictate mandatory wage rates, fringe benefits, and working conditions.
  • Security: A "Secret" facility clearance is required, and designated contractor personnel must possess a final DoD granted "SECRET" personnel security clearance. Foreign nationals are not authorized. Contractors will not handle classified material directly. Access to Navy installations requires enrollment in the Defense Biometrics Identification System (DBIDS).
