Regional Contracting Office Bavaria Sustainment, Repair, and Modernization MATOC

This notice is issued by the Regional Contracting Office (RCO) Bavaria to gather market information and identify potential qualified vendors capable of supporting Sustainment, Repair, and Modernization (SRM) construction services for USAG Ansbach and USAG Bavaria. The government intends to procure these services competitively via a Multiple Award Task Order Contract (MATOC).

The MATOC will support DPW operations across various USAG Ansbach and USAG Bavaria locations. The estimated period of performance is five (5) ordering periods, commencing September 2026. The contract type is anticipated to be an Indefinite Delivery/Indefinite Quantity (IDIQ) with Firm Fixed Price (FFP) Task Orders. The estimated total contract price for five years is $121.71M. The government seeks to understand market capacity for consistent service provision, resource availability, project management capabilities, and performance-based acquisition.

SRM and repair services may include, but are not limited to: general carpentry, plumbing, HVAC, fire suppression, electrical systems, utility distribution, concrete construction, stormwater systems, CMU construction, painting, roof repair, demolition, and steel construction. Contractors will be responsible for full project execution, including planning, design, manpower, tools, equipment, and disposal. Project-specific requirements will be provided with each task order.

Interested vendors must submit a Capabilities Statement addressing their ability to meet the requirements. This includes:

• Cover Letter: Company name, address, contact information, UEI number, previous contracts, and potential teaming partners.
• Capabilities Statement: Company description, services, history, ownership, financial information, and answers to specific questions regarding task management, subcontractor experience, technical skills, and facility/safeguarding requirements. This section is limited to 10 pages.
• Corporate Experience: Up to three examples of similar projects, detailing scope, customer environment, solutions, project management, security, lessons learned, metrics, period of performance, contract value, and prime/subcontractor role.

Submissions must not exceed 11 pages total (1 cover letter + 10 capabilities statement) and should be in Times New Roman, 10 pitch font. Responses are due via email by February 11, 2026, 2:00 PM CET.

The applicable NAICS code is 236220 (Nonresidential Building Construction). The Product Service Code is C1AA.
