Purpose & Scope

USTDA seeks services to support its decision-making for funding activities related to digital infrastructure projects in Sub-Saharan Africa. The contractor will review up to 10 initial project proposals and provide Project Reports for up to 15 activities for USTDA funding consideration. Key deliverables include:

  • Developing Terms of Reference (TOR) and budgets for at least 15 activities.
  • Conducting Infrastructure Risk Screening and incorporating findings into TOR.
  • Assessing U.S. export potential and identifying relevant U.S. suppliers.
  • Analyzing foreign competition and market entry issues.
  • Developing an implementation plan and a Public Market Report.
  • Preparing a Final Report summarizing all Project Reports.
  • Conducting independent beneficial ownership and organizational vetting of foreign project sponsors.

Eligibility & Set-Aside

This acquisition is a 100% Small Business Set-Aside. Award is limited to U.S. firms or U.S. individuals. Contractor and U.S. subcontractor employees must be U.S. citizens or non-U.S. citizens lawfully admitted for permanent residence in the United States. Subcontractor use is limited to less than fifty percent of the proposed price. Offerors must be registered and have an active status in the System for Award Management (SAM.gov).

Submission & Evaluation

Proposals are due via email to contractproposals@ustda.gov by Friday, March 20, 2026, at 1:00 PM Arlington, VA time. Questions regarding the solicitation were due by February 25, 2026. Proposals must include two volumes: a Technical Proposal (max 10 pages, excluding cover, table of contents, executive summary) and a Price Proposal. Evaluation factors include Technical (Technical Approach, Regional Expertise), Past Performance, and Price. Technical and Past Performance are significantly more important than Price, with award based on best value. This is a new requirement.
