This solicitation seeks Registered Pharmacist Services for the Red Lake Service Unit – Pharmacy Department of the Indian Health Service (IHS). The services are intended to support outpatient, inpatient, and Emergency Department pharmaceutical operations at the Red Lake Hospital (RLH). Services will be provided as non-personal healthcare services.

• Furnish qualified Registered Pharmacists to provide comprehensive pharmaceutical care.

• Services include, but are not limited to: medication order review, verification, and clinical assessment; dispensing, preparation, labeling, and verification of medications; patient counseling and medication education; drug information support; participation in medication use evaluations and ADR reporting; documentation in the electronic health record (EHR); and inventory management and controlled substance accountability.

• Contractor personnel must utilize IHS/RPMS EHR, ScriptPro, Innovation NEXIA, and Omnicell automated dispensing systems.

• Pharmacist qualifications include a degree from an ACPE-accredited School of Pharmacy, a current and valid unrestricted pharmacist license, BLS certification (ACLS preferred), proficiency in IHS/RPMS and pharmacy automation systems, and the ability to provide culturally competent care.

• Performance standards include compliance with duty hours, scheduling, training, appearance, documentation accuracy, HIPAA, and clinical competence.

• Contract Type: Firm Fixed Price

• Period of Performance: Base Year Only (03/01/2026 - 02/28/2027)

• The contract may be extended via FAR clause 52.217-8 Option to Extend Services.

• Payment will be made 15 days after receipt of services or a proper invoice, whichever is later, via electronic funds transfer (EFT) through the U.S. Department of the Treasury's Invoice Processing Platform (IPP).

• Offers must be submitted by 02/23/2026.

• Evaluation will be based on Past Performance (60%) and Price (40%). Past Performance is weighted more heavily than price.

• Offerors must provide relevant past performance information, including contracts, period of performance, and references.

• Pricing must reflect an all-inclusive hourly rate and follow-on option year pricing.

• This acquisition is set aside for Small Business (100%).

• NAICS Code: 622110, General Medical and Surgical Hospitals, with a small business size standard of $47.0 M.

• Federal Acquisition Regulations (FAR) and HHS Acquisition Regulation (HHSAR) clauses are incorporated by reference.

• Background investigations, including fingerprinting, are required for contractor personnel.

• Contractor personnel must comply with all IHS and HHS immunization requirements.

• Government will provide workspace, equipment, system access, and PPE.

• Offerors must be registered in the System for Award Management (SAM.gov).
