Scope of Work
The contractor will provide comprehensive regulated medical waste (RMW) disposal services, including pickup and transportation, from multiple locations in Guam: U.S. Naval Hospital Guam, Apra Harbor Branch Health Clinic, Boller Veterinary Clinic, Branch Clinic Camp Blaz, and the 36th Medical Group Clinic at Andersen Air Force Base. Pickups are required three times per week or as needed from the main staging facility, and as instructed from other clinics. Key responsibilities include:
- Adhering to all Federal, Local, and applicable laws for RMW disposal ("Cradle to Grave").
- Providing a Guam Environmental Protection Agency (GEPA) Solid Waste Processing Permit.
- Using government-provided, cleaned, and odor-free containers, and non-specific bulk packaging conforming to 49 CFR 173.197(d).
- Utilizing a government-provided, calibrated digital scale for weighing RMW.
- Submitting signed shipping document receipts within 30 days and monthly invoices by the fifth business day.
- Providing Certificates of Destruction for the contract duration.
- Complying with base security requirements, including employee listings, passes, and traffic laws.

- Period of Performance: One base year (August 1, 2026 – July 31, 2027) and two one-year option periods (Option 1: August 1, 2027 – July 31, 2028; Option 2: August 1, 2028 – July 31, 2029).
