Performance Work Statement (PWS)

This PWS outlines the requirements for regulated medical waste (RMW) removal services to support the continued implementation of the Military Health System (MHS) organizational reform, integrating healthcare under the Defense Health Agency (DHA). Services are required for Military Medical Treatment Facilities (MTFs), U.S. Military Entrance Processing Commands (USMEPCOM), and the Armed Forces Medical Examiner System (AFMES) across the United States, Guam, and Puerto Rico.

• Provide comprehensive RMW removal services, including pickup of already packaged and labeled RMW from designated locations.

• Handle all RMW, including DOT Category A infectious substances (e.g., Ebola virus, Hantaviruses), chemotherapy trace waste, and pathological waste, in accordance with Federal, State, and local laws and regulations.

• Furnish all labor, supervision, transportation, equipment, materials, certification, and training necessary for these services.

• The government may elect to add or remove pick-up sites during the contract period, with pricing to be negotiated.

• The contract period is five years from the effective date of award, not to exceed 66 months inclusive of options.

• Each Task Order will not exceed one year.

• Services must comply with all applicable Federal, State, and local laws, policies, and regulations.

• Contractor must maintain a Quality Control Program and a Corrective Action Plan.

• Reporting: Submit Utilization Reports, Destruction Certificates, and Invoices as specified.

• Contingency and Spill Response: Maintain contingency and spill response plans.

• Insurance: Carry liability insurance in accordance with FAR Clause 52.228-5.

• Services will be provided at MTFs, USMEPCOM, and AFMES facilities throughout the fifty (50) United States, Guam, and Puerto Rico.
