Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work details the requirements for rehabilitating an oil-water separator (OWS) and performing incidental related work at MCAS Cherry Point, North Carolina.

• Barricade the work area and install proper signage for safety.

• Perform a total waste analysis; TCLP testing may be eliminated based on results.

• Remove sediment buildup from the OWS.

• Remove existing metal coalescing plate stacks and replace them with new, like-kind polypropylene layer coalescing plate stacks.

• Install new stacks in the center of the OWS box, secured with angle legs.

• Remove old equipment, debris, and trash, and dispose of it off-base.

• Conduct site cleanup and restore the area to its original condition upon completion.

• Submit all final paperwork to the Contracting Officer's Representative.

• Location: MCAS Cherry Point, North Carolina. Exact location to be shown by the Contracting Officer.

• Materials & Personnel: Must be on-site prior to work commencement.

• Parking Lot Operations: Must remain operational during construction; minimize interference.

• Activity Regulations: Contractor personnel must comply with base safety, fire, traffic, and security regulations. Hard hats required in designated areas. Access to installations requires participation in the Defense Biometrics Identification System (DBIDS) or obtaining One-Day Passes.

• Working Hours: Regular hours are 7:00 am to 3:30 pm, Monday-Friday. Work outside regular hours requires Contracting Officer approval with 15 days' notice.

• Security: Contractor personnel require identification badges. Strict access control measures are in place, with specific criminal activity and watch list criteria for denial of access.

• Insurance: Minimum insurance coverage as required by FAR 28.307-2 and North Carolina Law.

• Supervision: One person must fulfill the roles of Superintendent, Quality Control Manager, and Site Safety and Health Officer.

• Submittals: Warranty, Material, and Construction Plan submittals required for COR approval before site work begins.

• Planned Outages: Require 15 days written notice and a contingency plan. Affected services include utilities, communications, and road closures.

• Safety: Compliance with EM 385-1-1, NFPA standards, OSHA regulations, and activity fire/safety regulations. Mandatory PPE includes hard hats, long pants, safety shoes, and reflective vests. Accident Prevention Plan (APP) and Activity Hazard Analysis (AHA) required.

• Closeout: Spare Parts Data, Warranty Management Plan, and Operation & Maintenance Manuals required.

• Specifications, drawings, and associated project documents are posted at www.sam.gov.

• Only the contractors listed in the document are permitted to submit a proposal.

• A site visit is scheduled for 26 May 2026 at 1000 local time at the FEAD Cherry Point office.

• Bond Requirements: Vary based on proposal amount. No bonds for $35,000 and less. Payment bond only for proposals between $35,000 and $150,000. Bid bond, payment bond, and performance bond required for proposals exceeding $150,000.

• Executive Orders regarding Paid Sick Leave (EO 13706) and minimum wage (EO 13658) may apply.
