• Ceiling work includes installing a suspended system, ensuring alignment with roof slope and coordinating with other building systems.

• Wall finishing involves removing existing finishes, applying rendering coats, and installing PVC skirting.

• Security and fire systems include installing fire alarm conduit, access doors, biometric/facial recognition systems, and evacuation signage.

• Electrical and telecommunications work covers conduit, cabling, connections, and extending electrical service, complying with codes and standards.

• The project excludes furniture and the supply of the Main Rack.

• All work must be executed in strict accordance with attached Drawings, Technical Specifications, and this SOW.

• Quality Control Plan (QCP) required, detailing staffing and procedures to meet quality, quantity, timeliness, and customer satisfaction requirements.

• Safety Plan required, explaining contractor's measures for site safety.

• Performance will be evaluated in accordance with the Government's Quality Assurance Surveillance Plan (QASP).

• Period of Performance (POP) is 75 calendar days from the issuance of the Notice to Proceed.

• Site Location: Base 2, Juan Santamaria Airport, Alajuela Province, Costa Rica.

• Contractor must submit CVs for required disciplines, including professional experience, education, certifications, and work history.

• A Project Manager/Lead Engineer residing in Costa Rica during construction is required.

• Pricing must be inclusive of all direct and indirect costs.

• Defense Base Act (DBA) Insurance is required for US citizens/residents and potentially Host/Third Country Nationals, unless waived.

• Contractor must be licensed and certified for engineering and construction services in Costa Rica; local preference is given.

• Adherence to applicable Costa Rica construction codes and/or International Building Codes (IBC) is mandatory.

• Personnel must be registered with CCSS (Costa Rican Social Security Fund) and INS (National Insurance Institute).

• Work Risk Insurance Policy and Civil Liability Insurance are required.

• Lead Engineers must be registered and licensed by CFIA.

• Deliverables include a maintenance plan (English/Spanish), training, and As-Built Drawings (English/Spanish, PDF/DWG formats on CD).

• Monthly Status Reports (MSRs) and Weekly Progress Reports are required.

• Site reconnaissance and site visits are required and costs must be included in the proposal.

• Compliance with Federal Acquisition Regulations (FAR) is mandatory, including specific clauses related to environment, construction contracts, bonds, quality assurance, and payments.
