Performance Work Statement (PWS)

This PWS outlines the requirements for contractor support to the U.S. Army Corps of Engineers (USACE) for the maintenance and modernization of the Remaining Items – Technical Assistance and Coordination Outcomes Database (RI-TACOd). The RI-TACOd supports the National Flood Risk Management Program (NFRMP), Floodplain Management Services (FPMS), and Planning Assistance to States (PAS) programs.

Key task areas include:

• Database Development and Maintenance: Support for DynamoDB and/or PostgreSQL databases, including schema changes and changelog maintenance.

• Web Interface and Reporting: Assistance with ReactJS-based data entry interfaces, report generation, and ensuring system operationality.

• Data Services: Development of RESTful web services (including GeoJSON for ArcGIS) and direct connections for data accessibility in tools like Microsoft Power BI.

• Program Management Support: Assisting program managers with reports, meetings, and presentations.

• Training and Documentation: Delivering user training and maintaining system documentation.

• Cybersecurity Compliance: Coordinating with the Civil Works Business Intelligence (CWBI) program management office (PMO) for cybersecurity compliance, risk management framework documentation, and vulnerability remediation.

• Modernization Efforts: Enhancements to FPMS, PAS, and NFRMP modules, including improved navigation, data exportability, dashboard features, bulk editing, and workflow modifications.

• Contractor must provide oversight and project management.

• Activities will be evaluated and prioritized by program managers in consultation with the contractor.

• Monthly status reports and invoices are required.

• Root Cause Analysis (RCA) reports for persistent issues are required monthly.

• Deliverables must meet acceptable quality levels (e.g., 100% compliant with applicable standards, 95% delivered on schedule).

• Period of Performance: Base tasks with a 12-month period, plus option tasks with 12-month periods each.

• Place of Performance: All work will be performed at the Contractor’s site.

• Non-Personal Services: Contractor personnel will not be subject to direct government supervision.

• Data Ownership: All developed code and data are the property of USACE.

• Cybersecurity: Compliance with Department of Defense (DoD) and USACE cybersecurity requirements, including DISA STIGs and NIST SP 800-171.

• Development Environment: Use of the GovDEV environment for development; code deployment via CI/CD pipeline is preferred.

• Personnel: Contractor personnel must demonstrate relevant technical knowledge and experience. Access approvals must be completed within 10 business days.

• Government Furnished Property (GFP): Government laptops will be provided for development and testing. Contractor is responsible for maintaining an inventory and chain of custody for GFP.
