Quick Summary

The U.S. Department of Transportation's Volpe National Transportation Systems Center, on behalf of the Federal Aviation Administration (FAA) Facilities Environmental Cleanup (ECU) Program, is soliciting proposals for Remediation and Restoration Activities. This Total Small Business Set-Aside opportunity involves removing identified soil contamination at three FAA facilities in the Eastern Service Area: Birmingham, AL (BHM ASR), New Cumberland, PA (CXY LOM), and Chantilly, VA (IADN NASEB). Proposals are due June 10, 2026, at 2:00 PM ET.

Scope of Work

The contractor will conduct Remedial Actions (RA) to address lead- and total petroleum hydrocarbon (TPH)-contaminated soils. Key tasks include:

  • Contaminated Soil Remediation: Perform specific remediation actions at each site, including excavation and removal of soils exceeding FAA action levels or EPA/State regulatory limits for TPH and lead.
  • Disposal: Manage disposal sampling and identify all disposal facilities. The government will perform all confirmatory sampling.
  • Site Restoration: Restore disturbed areas to original grade using certified clean material.
  • Site Close-out: Provide documentation including a close-out email and copies of waste manifests.

Specific site contamination includes TPH DRO/ORO and arsenic at BHM ASR (Birmingham, AL), potential environmental issues (ACM, LBP, PCBs) at CXY LOM (New Cumberland, PA), and TPH-DRO from a diesel fuel release at IADN NASEB (Chantilly, VA).
