Sources Sought Notice

This notice is for market research purposes to determine industry interest in providing Remote Monitoring Services. The U.S. Agency for Global Media (USAGM) is seeking preliminary information from capable sources who may be interested in a future proposal. This is not a commitment to procure services or an invitation to bid.

The U.S. Agency for Global Media (USAGM) requires services for the monitoring and schedule planning of medium wave and shortwave transmission using remote monitoring services and receivers in Finland. Specific tasks include:

• Providing shortwave scheduling support with knowledge of broadcasting schedules, transmission assets, scheduling software, and HF propagation.
• Supporting scheduling meetings with suggestions for improvement based on propagation and potential interference.
• Providing SDO ratings of sounds from remote monitoring systems (RMS) in various locations.
• Reporting irregularities noted during sound rating and live monitoring.
• Suggesting improvements for reception based on live and RMS monitoring.
• Providing ad-hoc information on medium wave and shortwave facilities used by other broadcasters upon request.

Not applicable, as this is a sources sought notice, not a solicitation.

Interested offerors should submit a Statement of Capability (SOC) by Friday, June 12, 2026, at 12:00 PM EST. The SOC must include:

1. A statement of the firm's ability to fulfill the requirements.
2. Business information for the company and any teaming/joint venture partners (Company Name, Address, UEI, CAGE Code, Phone, Contact Info, Web URL, Business Size, Small Business Certifications, SAM registration, ownership details).
3. Years of experience maintaining similar services.

Responses should be in English only and sent to Ms. Mary Kerner at mkerner@usagm.gov with the subject line: “USAGM Remote Monitoring Services Finland”.

Respondents are asked to provide information on their business size and any relevant certifications (Small Business, Woman Owned Small Business, Small Disadvantaged Business, 8(a), HUBZone, Veteran Owned Small Business, Service Disabled Veteran Small Business). The NAICS code is 541618 (Other Management Consulting Services).

• This notice is not a Request for Proposal (RFP).
• Responses will not be accepted as proposals if a solicitation is issued.
• No proprietary, classified, confidential, or sensitive information should be included.
• All costs associated with responding are at the respondent's expense.

• A cover letter with company name, local address, point of contact, telephone, and email. Responses must be in English only.

Respondents should indicate their business size status (Small Business, Woman Owned Small Business, Small Disadvantaged Business, 8(a) Certified, HUBZone Certified, Veteran Owned Small Business, Service Disabled Veteran Small Business) and whether they are registered in SAM.

• This notice is not a Request for Proposal (RFP).
• Responses will not be returned and are not offers.
• Costs for responding are the sole responsibility of the offeror.
• The government may use the information for future solicitations.
• Proprietary, classified, or sensitive information should not be included.
• A future solicitation may be published after review of responses.
