Statement of Work (SOW) / Performance Work Statement (PWS)

To furnish all labor, equipment, parts, and transportation for the supply, delivery, removal, and disposal of current bedroom furniture, and the installation and assembly of new bedroom furniture for 102 rooms in Dorm Facilities, Bldg. 1424 at Aviano Air Base, Italy.

• Removal and disposal of existing furniture and packing waste according to local laws and regulations.

• Installation and assembly of new furniture, including:

  • Four Drawer Under Bed Storage Unit (with low profile wheels)
  • Three Drawer Chest
  • Three Shelf Bookcase (mounted to Three Drawer Chest)
  • Three Drawer Nightstand
  • One Drawer Desk (full width drawer)
  • Two Position Chair (upholstered seat and back fabric)
  • Slat Bed (on metal legs, no headboard)
  • Fireproof Mattress

• Work to be performed during regular working hours: Monday-Friday, 7:30 AM to 5:00 PM.

• Installation and assembly must be self-supported, without modifications to walls or floors.

• Contractor must provide all necessary tools and materials for download, upload, installation, and disposal.

• Delivery and installation to be completed within 90-120 working days from receipt of order, with installation itself taking 6 weeks.

• Removal and installation of furniture in each room must occur on the same day.

• Commercial Manufacturer Warranty terms must be submitted separately.

• Place of Performance: Bldg. 1424, Dorm Facilities, Aviano Air Base, Italy.

• Delivery and Installation: 90-120 working days from order receipt; installation phase is 6 weeks.

• Materials: Solid hard wood or hard wood veneer required for exterior and exposed interior surfaces. No fiberboard, particleboard, MDF, or plywood components allowed. Drawer handles must be metal. All materials must be defect-free.

• Color: Cherry.

• Installation Access: Contractor must obtain a pass from LVIS gate and may require escort. Contractor must provide own lifting means if elevator is unavailable or has service outages.

• Site Support: Dorm Management will provide space for dumpster containers.

• Measurements: Current dimensions are provided, but contractors must verify all measurements with the user prior to submittal and may modify to fit standard sizing, provided functionality is not reduced. Detailed drawings with dimensions and capacities are required with quotations.

• Warranty: Commercial Manufacturer Warranty terms must be submitted separately, detailing coverage, length, and return procedures.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for the removal, disposal, delivery, and installation of 102 sets of dormitory furniture at Building 1424, Aviano Air Base, Italy. It is a Request for Quotation (RFQ) for commercial products/services.

• Removal and disposal of 102 sets of old dormitory furniture.

• Supply and installation of 102 new sets of dormitory furniture.

• Compliance with Technical Specifications 1424 (Attachment 1).

• Submission of a Technical Plan (max 10 pages) detailing the operations.

• Government Purchase Card: Not allowed.

• Prices must include costs associated with safety requirements mandated by D.Lgs. 36/2023 and other Italian Safety laws.

• Quotes Due: July 20, 2026, 11:00 hrs. Central European Time (CET).

• Questions Due: July 16, 2026, 11:00 hrs. CET.

• Site Visit: June 23, 2026, 10:00 CET at Aviano Air Base, Italy. RSVP required by email 2 days prior.

• Proposal Submission: Digitally via email to designated points of contact.

• Evaluation Factors: Integrated evaluation of Technical Capability, Past Performance, and Price.

• Price Firmness: Prices must be held firm until September 30, 2026.

• No set-aside for small business due to the overseas location.

• Offerors are required to be registered and have an active profile in the System for Award Management (SAM) at the time of quotation submission.
