Statement of Work (SOW)

To remove the existing roof and install a new architectural asphalt shingle roof at the National Weather Service (NWS) Weather Forecast Office (WFO) in Jackson, Kentucky.

• Remove existing asphalt shingles, felt underlayment, roof nails, and water diverters (replace if damaged).

• Remove and replace damaged or rotted decking material.

• Supply and install new 4" Rigid insulation with a minimum LTTR of R-21, covered by 7/16 wafer board.

• Supply and install self-adhering leak barrier/Ice Shield Membrane underlayment at eaves, wall sections, and valleys.

• Supply and install asphalt-saturated felt (Type II, number 30 or manufacturer-specified).

• Remove and reinstall existing step flashing, base flashing, counter flashing, and cap flashing; replace if damaged.

• Wrap and install Ice Shield Membrane over parapet wall prior to metal reinstallation.

• Supply and install new drip edge, fascia metal trim, and flashings on roof penetrations.

• Supply and install new strapping for airflow according to manufacturer specifications.

• Supply and install architectural shingles with a minimum 25-year warranty.

• Remove and reinstall lightning protection terminals and associated cables/straps.

• Any required underlayment repair, decking repair, fascia blocking repair, or nailer repair not included in the SOW requires separate notice and prior written approval.

• Location: National Weather Service (NWS) Weather Forecast Office (WFO), 1329 Airport Road, Jackson, KY 41339-9561.

• Period of Performance: No later than 60 days from the Notice to Proceed.

• All work and materials must comply with manufacturer specifications and applicable federal, state, local, OSHA, EPA, NEC, NFPA, building, and facilities codes.

• Contractor must provide supervision, labor, tools, and equipment.

• Submittals required prior to work commencement include product data on shingles, underlayment, mastics, sealants, flashing, fascia, insulated deck board, and color samples/charts. A fastening plan is also required.

• Warranty: A written 25-year Manufacturers Watertight System Warranty for 100% of Material and Labor, covering material defects and workmanship errors (e.g., GAF Golden Pledge Warranty or equivalent).

• Materials: Shingles must be 30-year architectural equivalent to GAF Timberline or better, meeting UL 790 Class A fire resistance and UL 997 wind resistance. Felt must be Type II, number 30 or manufacturer-specified.

• Execution: Roof deck must be smooth, clean, dry, and free from defects. Roofing materials to be applied per manufacturer or NRCA recommendations. Specific application instructions for underlayment, flashing, and water diverters are provided.

• Inspections: Government Point of Contact will conduct periodic and final inspections.

• Working Hours: Regular working hours are 0700-1700 Monday-Friday, excluding Federal holidays. Work outside these hours requires permission.

• Holidays: Contractor must observe Federal holidays as set forth by the Department of Labor Wage Determinations. Holiday observance rules for Saturday/Sunday falls are specified.

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation (RFQ) for commercial services to completely remove the existing roof and install a new architectural asphalt shingle roof at the National Weather Service (NWS) Weather Forecast Office (WFO) in Jackson, KY. The acquisition is set-aside for small business concerns.

• Complete removal of the existing roof.
