Statement of Work (SOW) / Performance Work Statement (PWS)

To replace the existing asphalt shingle roof at the Nashville National Weather Service (NWS) Weather Forecast Office with a baked enamel standing seam metal roof due to storm damage.

• Removal of existing shingles, felt, and potentially damaged decking.

• Installation of new decking, felt, flashing, and edging.

• Installation of a standing seam metal roof with 16" or equivalent on-center seams.

• Roof panel color to be similar to existing red metal flashing, selected by the local office staff.

• May require removal and reinstallation of the existing lightning protection system, which must be certified by a qualified contractor.

• Work to be performed according to standard industry practices and manufacturer specifications.

• A minimum five-year workmanship warranty by the roof installation contractor.

• A minimum twenty-year material and labor, no-cost, watertight warranty by the manufacturer.

• Manufacturer's representative must inspect and certify the installation for the manufacturer's warranty.

• Period of Performance: No later than 60 days from the Notice to Proceed.

• Place of Performance: Nashville National Weather Service, Weather Forecast Office, 500 Weather Station Road, Old Hickory, TN 37138-1145.

• Contractor must provide all supervision, labor, tools, materials, and equipment.

• Contractor must comply with NFPA Code Compliant Building Lightning Protection System requirements.

• Installation must comply with the latest edition of Local, State, and Federal Codes.

• Contractor must obtain prior written approval for any alterations or deviations involving additional costs, material changes, or cosmetic changes.

• Contractor must provide all rigging and equipment, and be responsible for restoring the work site to its original condition.

• Contractor must coordinate daily work activities with the NWS staff to avoid disruption.

• Contractor must submit various documentation including: Roof Designer Qualifications, Manufacturer's Engineered Roof Design, Shop Drawings, Installation Details, Primer and Paint, Caulking, Insulation Material, Insulation Fasteners, Modified cap FR sheet, Self-Adhesive High Temperature Underlayment, Construction Performance Plan and Schedule, New Roof Lightning Protection System Shop Drawings, and Written Roof Warranties.

• Disposal of construction debris according to regulations.

• Salvage recyclable metals.

• Site cleanup and restoration, including repair of any "Contractor Caused" damage.

• Contractor is responsible for obtaining and paying for all licenses, permits, and fees.

• Compliance with all Local, State, and Federal environmental, health, and safety regulations, and codes.

• Adherence to OSHA safety requirements and 40 CFR 1926 Subpart M for fall protection.

• Designation of a Safety Coordinator.

• No flame torch cutting of metals on or within the roof structure.

• Key Personnel required: Project Manager and Onsite Manager.

• Closeout submittals required prior to final invoice.

• As-built drawings and record drawings required.

• Operation and Maintenance Manuals required.

• Final cleanup of the premises.

• Roofing materials must comply with UL 263 Fire Resistant Rating, UL2218 Class 4 Hail Resistant Rating, UL 580 Class 90 Wind Rating, ASTM E-1680 Air Penetration Approved, and ASTM E-1646 Water Infiltration Approved.

• Minimum seam height 1.5", minimum 24-gage panel thickness, 16" or equivalent seam spacing.

• Deliverables include: Sexual Assault and Sexual Harassment Training, Security Processing, Roof Design, Safety Data Sheet, and Invoice.

• Work will be performed in an occupied building; security and protection of existing contents are required.

• Regular working hours are 0700 to 1700 Monday through Friday, with observance of Federal holidays.

• Invoicing to be submitted through the Invoice Processing Platform (IPP) website upon completion and acceptance.

This is a combined synopsis/solicitation (RFQ) for commercial services to completely remove the existing roof and install a new architectural roof at the Nashville National Weather Service (NWS) Weather Forecast Office (WFO) in Old Hickory, TN.
