Statement of Work (SOW)

To procure Architect-Engineer (A-E) services for the 100% design of the renovation of the Ni-CAD Battery Shop (Building 2131H, Room 128) at Joint Base Pearl Harbor-Hickam, Hawaii.

The A-E firm will prepare a complete set of 100% construction documents (drawings and specifications) for bidding and construction. Key design services include:

• Project Kick-Off and Site Visits
• Design Development (65% Submittal) with Basis of Design, code approach, and preliminary calculations.
• Construction Documents (95% and 100% Submittals) for all disciplines.
• Cost Estimating at 65%, 95%, and 100%.
• Design Reviews and Comment Resolution.
• Hazard Assessment and Electrical Classification Determination.

The design must meet DoD/DAF criteria and life safety requirements for battery maintenance and charging, including specific ventilation, hazardous gas detection, electrical classification, emergency fixtures, and industrial safety requirements. The renovation covers approximately 671 square feet.

• Design must comply with applicable DoD/DAF criteria, UFC, NFPA, OSHA, and local codes.

• Specific environmental conditions (68-77°F, 20-50% RH) and ventilation rates (minimum 12 ACH, ~1482 CFM) must be met.

• Fail-safe interlocks between ventilation and charging equipment are required.

• Acceptance testing for ventilation, exhaust, detection, and interlocks is required.

• Place: Building 2131H, Room 128, Joint Base Pearl Harbor-Hickam, Hawaii.

• Period of Performance: 120 calendar days from contract award for final construction documents.

• A-E firm must demonstrate DoD experience, professional licensing in Hawaii, specialized knowledge in hazardous ventilation/safety interlocks, and UFC compliance.

• Design must incorporate specific architectural, structural, mechanical, electrical, fire protection, and safety requirements detailed in the SOW.

• Coordination with JBPHH Fire Protection, Safety, and environmental authorities is required.

• Deliverables include drawings, specifications, cost estimates, meeting minutes, and a hazard classification memorandum in both hard copy and digital formats.

This RFI/SS is issued by the Air Force Installation Contracting Center (AFICC), 766 Enterprise Sourcing Squadron (766 ESS) PKI for market research purposes. It is not a solicitation, and no contract award will be made based on responses. The government seeks industry feedback on a Draft Statement of Work (SOW) and responses to specific questions to inform acquisition strategy, contract type, terms, feasibility, and planning schedules for the renovation of approximately 671 square feet of interior space to house a nickel-cadmium (Ni-CAD) Battery Shop on JBPHH, HI.

The project involves providing professional and technical services to prepare a complete set of 100% construction documents (drawings and specifications) suitable for bidding and construction for the Ni-CAD Battery Shop renovation.
