This Statement of Work (SOW) details the requirements for the renovation of the existing alternate Emergency Operations Center (EOC) at Columbus AFB, Mississippi. The primary goal is to upgrade the facility to meet current UFC and Air Force Instruction requirements, ensuring it can handle long-term power outages and function as a fully operational EOC.

The project involves:

• HVAC System: Performing load calculations, decommissioning and removing existing VAV boxes and ductwork, and installing a new dedicated split system HVAC unit with low ambient controls and auxiliary electric heat. This includes a new Johnson Controls field controller, outdoor condensing unit on a concrete pad, and an indoor air handling unit. New ductwork will be installed for the EOC and to reconnect to an existing diffuser. A separate ductless split system will be installed for the communications server room, controlled by the new JCI controller and powered by the emergency generator.
• Generator: Performing load calculations for a backup generator (estimated 45-60 kW) to serve the EOC, its HVAC, nearby bathrooms, the communications server room, and the Fire Alarm Reporting System. This includes furnishing and installing a generator with a double-walled belly tank, a new grounding system, and an Automatic Transfer Switch (ATS).
• Finishes and Miscellaneous: Installing new carpet tile and cove base in the EOC, a raised floor in the command section, demolishing and replacing the existing ceiling grid and lights with new LED lights, and installing two new receptacles for TVs.

The period of performance for this project is 275 days.

• Design: The contractor is responsible for all design work, including site investigations, construction drawings, and design analysis, adhering to applicable UFCs, codes, and standards. Design submittals are required at 35%, 65%, and 95% stages, culminating in a 100% approved construction set.
• Quality Control: A comprehensive Quality Control Plan (QCP) must be provided and maintained throughout the project.
• Safety: The contractor bears full responsibility for compliance with all federal, state, and local safety and health regulations, including OSHA standards.
• Hazardous Materials: A list of all chemicals to be used must be submitted prior to project start. Hazardous materials must be stored and used in accordance with regulations, and Safety Data Sheets (SDS) must be available on site.
• Contractor Personnel: Key personnel including a Contractor Project Manager (CPM), Contractor Site Superintendent (CSS), and Quality Control Manager (QCM) with specific experience requirements must be identified and approved.
• Submittals: Various submittals are required, including a Submittal Log, Progress Schedules, Material Submittals, and Shop Drawings.
