Renovation of Athletic Fields #1 and #4 – Hanscom AFB

Performance Work Statement (PWS)

To deliver safe, playable, and durable athletic fields meeting Air Force playability standards, proper drainage, and turf establishment requirements for Fields 1 and 4 at Hanscom Air Force Base.

• Field #4 - Outfield Turf Renovation: Core aeration to a minimum depth of 3 inches, topdressing and leveling with screened topsoil to ensure positive drainage, and seeding with an Athletic Perennial Rye blend.

• Field #4 - Infield Performance Tasks: Remove existing vegetation, furnish and install a new infield mix (60% sand, 40% silt/clay) to a minimum compacted depth of 4 inches, incorporate a vitrified clay aggregate conditioner (20% by volume), and laser grade for a smooth, uniform surface with positive drainage. Reset field equipment to ASA Softball Regulations (60-foot base paths).

• Field #1 - Infield Renovation: Complete renovation including tilling to a minimum depth of 4 inches, furnishing and installing a sand/soil compost mix, blending, compacting, and laser grading for a smooth, uniform surface with positive drainage. Includes soil testing and amendments based on laboratory recommendations, followed by seeding with an Athletic Perennial Rye blend.

• Field surfaces graded to within ±0.25 inches over any ten-foot span.

• Turf areas to achieve minimum 95% uniform coverage with no bare spots exceeding 3 inches in diameter within 60 days of completion.

• All work to be completed within 90 calendar days from Notice to Proceed.

• Work hours are 7:30 a.m. to 4:30 p.m., Monday through Friday, excluding Government holidays.

• Work in housing areas cannot commence before 8:30 a.m.

• Contractor must verify all site dimensions prior to ordering materials.

• Submittals required: Quality Control Plan, Work Plan and Schedule, material data sheets, and AF Form 3000 (Material Approval Submittal).

• Contractor shall warrant all work and materials for one (1) year following final acceptance.

• Installation Access: Coordination with Points of Contact (PoCs) is required for base access, obtaining base access badges, and adhering to base access procedures, including identification and vehicle requirements.

Request for Information (RFI)

This RFI is issued by the 66th Force Support Squadron at Hanscom Air Force Base to gather information and identify potential sources for the renovation of Athletic Fields #1 and #4. The objective is to ensure safe, playable, and durable athletic fields that meet Air Force standards, including proper drainage and successful turf establishment. This RFI is for planning purposes only and does not constitute a request for proposals or a commitment to contract.

• Field #4 (Softball Field): Complete removal of existing vegetation, installation of a new infield mix (60% sand, 40% silt/clay) and conditioner to a depth of four inches, laser grading, and resetting of field equipment to ASA regulations. Outfield requires core aeration, topdressing, and seeding with an Athletic Perennial Rye blend.

• Field #1 (Multi-Purpose Field): Tilling the infield to a depth of four inches, installation of a sand/soil compost mix, laser grading, soil testing, and application of fertilizer and lime based on soil analysis. The infield will be seeded with an Athletic Perennial Rye blend.

• Period of Performance: All work must be completed within 90 calendar days from the Notice to Proceed.

• Format: Maximum ten (10) pages, PDF or Microsoft Word format, 8.5" x 11" paper size, 11-point font. Combined file size limit of 10 MB. .zip or .exe files are not allowed.

• This RFI is for information gathering only. The Government is not seeking proposals at this time and will not pay for any information or administrative costs incurred in response.
