• Prohibited Disclosures: U.S. Government CII shall not be publicized on corporate websites, trade magazines, social media, or personal email accounts. Media requests must be directed to PNSY Security and Public Affairs.
• Consequences of Compromise: Disclosure or compromise of CII can lead to removal from assignment, contract termination, criminal prosecution, and civil penalties.
• Controlled Unclassified Information (CUI): Contractors must protect CUI and report any attempts by unauthorized parties to solicit, obtain, photograph, or record incidents of loss or compromise.
• Portable Electronic Device (PED) Policy: Details the types of PEDs controlled at the shipyard and the requirement to coordinate with sponsors for approval and guidance on their use.
• OPSEC Critical Information and Indicator List (CIIL): Provides examples of what constitutes CII (e.g., PII, work discussions, schedules, equipment details, critical infrastructure, photos/videos in restricted areas) and required countermeasures (e.g., not posting sensitive info online, shredding documents, not posting on social media, removing badges, reporting disclosures).

Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial services to provide rental and maintenance of eight (8) portable chemical toilets. The acquisition is a Total Small Business Set Aside.

• Rental and maintenance of (8) portable chemical toilets.

• Each unit must include a toilet, urinal with urinal cake, toilet paper dispenser, hand sanitizer dispenser, and containment pan.

• Units must be serviced three (3) times per week.

• Service includes sanitizing, cleaning, deodorizing, decalcifying, restocking dispensers, and draining/disposing of waste at approved facilities.

• Units must have a numbering system for identification and maintenance service decals displayed.

• Contractor shall obtain necessary permits for emission-producing machinery.

• Vendor must provide written documentation for cleaning services with invoicing.

• Units must be equipped with pad eyes for lifting.

• Contractor must ensure personnel are US citizens with appropriate identification for access to the shipyard.

• Vendors must be registered in the System for Award Management (SAM).

• Quotes must include the filled-out RFQ form, technical specifications, and pricing.

• Award will be made to the responsible vendor whose quote is most advantageous to the Government, considering price and other factors (Best Value).

• Evaluation factors, in order of priority, include: Technical Acceptability, Experience, Adherence to Schedule, and Price.

• Technical submissions must demonstrate compliance with specifications.

• Experience must include two (2) recent (within 5 years) and relevant projects involving portable chemical toilets.

• Total Small Business Set Aside.

• This is a combined synopsis/solicitation; no separate solicitation will be issued.
