Statement of Work (SOW)

To provide portable toilets, handwashing stations, and restroom trailer pumping services to designated sites within Marine Corps Base Camp Lejeune Range Facilities for the USCG Special Missions Training Center (SMTC).

• Rental, delivery, setup, regular servicing, and removal of portable toilets and handwashing stations.

• Pumping of one government-owned restroom trailer.

• Estimated quantities: 700 Port O Johns and 400 Wash Stations over a 12-month period.

• Servicing frequency: Twice a week for portable toilets and handwashing stations.

• Locations: Various Range Locations aboard Marine Corps Base Camp Lejeune, NC, including Stone Bay, G-10, Greater Sandy Run Area, K Ranges, SA-29 Trax Pier, and SMTC Armory.

• Pumping of the government-owned restroom trailer is required twice per month.

• Servicing includes complete removal of waste, debris, and contaminants; washing, sweeping, dusting, mopping, and applying a commercial-grade cleaner and disinfectant.

• Removal of trash and debris within a 10-foot radius of each unit.

• Waste tanks recharged with sufficient chemical to ensure an odorless unit.

• Replenishment of toilet paper, hand sanitizer, lotion soap, and paper towels.

• Units must be maintained in a sanitary condition.

• All waste must be disposed of off-base.

• Base Period: April 1, 2026 - March 31, 2027.

• Four one-year option periods available.

• Place of Performance: Marine Corps Base Camp Lejeune, NC.

• Equipment must be corrosion-resistant and withstand temperatures from -25 to +120 degrees Fahrenheit.

• Toilets must have a minimum 40-gallon tank capacity, anti-skid flooring, and a minimum two-roll toilet tissue dispenser.

• Hand sanitizer dispensers must be provided and refilled.

• Contractor identification (name, serial number, phone number) must be visible on each toilet.

• Contractor employees must comply with all Government regulations, policies, and procedures, including identification and conduct requirements.
