Statement of Work (SOW) / Performance Work Statement (PWS)

To provide commercial, non-tactical rental vehicles (NTVs) for official Government business at Spangdahlem Air Base.

• Provide necessary labor, management, and inventory for rental vehicles.

• Vehicles to be provided as detailed in an approved price list.

• Ordering will be on an "as-requested" basis by authorized personnel.

• Effective period: 15 May 2026 through 14 August 2026.

• Delivery and pick-up location: Spangdahlem Air Base.

• Vehicles to be delivered in clean condition, mechanically sound, and with a full tank of fuel.

• Joint inspection required at delivery to document pre-existing damage, starting mileage, and fuel level.

• A delivery receipt/rental agreement must be signed by the Government Point of Contact (POC).

• Payment exclusively via U.S. Government Purchase Card (GPC).

• Invoices must be submitted upon completion of rental or monthly for long-term rentals.

• Invoices must include: Contractor name, dates of service, vehicle type, rental period, unit price, and total amount due.

• Payment processed after successful delivery, inspection, and acceptance.

• Advance payments are prohibited.

• Transaction is exempt from VAT and standard local taxes.

• No surcharges for GPC use.

• Firm-fixed pricing for the entire period of performance.

• All-inclusive rates cover unlimited mileage, routine maintenance, delivery/pick-up, and standard liability insurance.

• Prohibited surcharges include "under 25" young driver fees, fees for additional drivers, or administrative fees.

• If a requested vehicle class is unavailable, a higher class vehicle must be provided at the original, lower price.

• Vehicles delivered with a full tank.

• Government responsible for returning vehicles with a full tank.

• Refueling fees may be charged if not returned full, but must be clearly stated on the price list and not exceed local average market rates plus a reasonable service fee.
