• Definition of OPSEC: A process to protect sensitive information (Critical Information and Indicators - CII) from adversary exploitation.
• OPSEC Plan Requirements: Contractors may be required to submit an OPSEC Plan, which must be signed by the prime contractor and submitted to the contracting official. The need for a plan depends on the type of work and environment.
• Contractor Responsibility: Contractors and subcontractors must avoid inadvertent disclosure of unclassified or classified information. Compromise of CII can lead to contract termination or legal penalties.
• Prohibited Disclosures: U.S. Government CII cannot be publicized on company websites, trade magazines, social media, or public websites. Media requests must be directed to PNSY Security and Public Affairs.
• Controlled Unclassified Information (CUI): Contractors must report any attempts by unauthorized parties to solicit or obtain CUI.
• Portable Electronic Device (PED) Policy: Details restrictions and approval requirements for PEDs (e.g., laptops, mobile phones, USB drives) used within the shipyard, emphasizing coordination with sponsors and security.
• OPSEC Critical Information and Indicator List (CIIL) & Countermeasures: Identifies examples of sensitive information (PII, schedules, equipment capabilities, facility details, photos/videos) and outlines required countermeasures, such as not posting sensitive information online, shredding documents, and removing badges.

This document is crucial for bidders to understand the security protocols and information protection requirements that will be in effect during contract performance. Solicitation / RFP / RFQ

This is a combined synopsis/solicitation for commercial products/services for the rental of a temporary high-pressure nitrogen gas tube trailer. The equipment is needed for High Pressure Nitrogen Flasks Charging Operations at the Portsmouth Naval Shipyard (PNSY), located at NLON Groton, CT.

• Rental of one Nitrogen Gas Tube Trailer for 3 months (Base Period: 02/23/26 - 05/22/26).

• Trailer refills (1 Job).

• Option for additional trailer use (Option 1: 05/23/26 - 06/22/26).

• Trailer must be DOT rated, capable of delivering and being left for up to 30 days, and replaceable with a full trailer as needed.

• Must supply high-pressure nitrogen from 2000 to 4500 psig in volumes of 27,000 to 81,556 scf.

• Trailer length not to exceed 29 ft.

• Pressure vessel must meet minimum pressure of 2000 psi and not exceed 4500 psi.

• Transition fitting to be provided 1 week ahead of delivery, with documentation of operational pressure rating.

• Startup training by vendor is required.

• Equipment must meet specific nitrogen gas requirements (A-A-59155, Grade A or B, or MIL-PRF-27401, Type I, Grade B or C, or CGA G-10.1, Grade L or M).

• Vendor must provide a Certificate of Compliance (COC) or purity report for every batch.

• Equipment must meet Level II cleanliness requirements.

• Equipment must comply with OSHA Safety and Health Standards (29 CFR 1910) and relevant ANSI standards.

• No hazardous materials are permitted.

• Contractor is responsible for maintenance, including a 24-hour response time for repairs and a 48-hour repair or 72-hour replacement window.

• Contractor must provide start-up and training services.

• Deliverables include operating instructions, valve identification schematic, Equipment Data Sheet (EDS), emergency repair contact information, and all necessary manuals and tools.

• Technical documentation must be provided electronically.

• Period of Performance: Base 02/23/26 - 05/22/26; Option 1: 05/23/26 - 06/22/26.

• Place of Performance: NLON Groton, CT.

• Offers must be emailed.

• Response Deadline: 02/17/2025 @ 1500 PM EST.

• Quotes will be evaluated based on Lowest Price Technically Acceptable (LPTA).

• Technical Acceptability (meeting specifications and document capabilities) is a prerequisite.

• Vendors must submit descriptive literature, brochures, technical specifications, and details of any exceptions taken.

• Vendors must confirm availability for the requested period of performance or provide the earliest available start date.

• This acquisition is a Total Small Business Set-Aside.

• Vendors must be registered in the System for Award Management (SAM).

• Paper copies of the solicitation will not be issued.
