Statement of Work (SOW) / Performance Work Statement (PWS)

To establish and maintain a highly responsive, on-demand system for the provision of portable sanitation assets (chemical latrines and hand washing stations) that directly supports military operations in the Grafenwoehr (GTA), Hohenfels (HTA), and Amberg (ATA) Training Areas.

• Provide comprehensive, end-to-end services for portable chemical latrines and hand washing stations.

• Includes delivery, relocation, retrieval, and full maintenance of all units.

• Maintenance includes regular cleaning, waste disposal, and replenishment of supplies (toilet paper, hand soap, hand sanitizer, chemical treatments).

• Units must be serviced and cleaned a minimum of four times weekly.

• Specific requirements for latrine and hand-wash station types, dimensions, features, and colors are detailed for General Garrison use and Training Area use.

• On-demand service for latrines and hand-wash stations must be provided within 24 hours of notification.

• Delivery of new units within 24 hours of a task order.

• Repair or replacement of non-serviceable units within 48 hours of notification (7 days a week).

• Latrines: 98% meet dimensional/feature specs; 95% free of defects; 100% repaired/replaced within 1 calendar day; 95% meet cleanliness/supply standards.

• Hand-wash stations: 98% meet specifications; 95% free of operational defects; 100% repaired/replaced within 1 workday; 95% meet cleanliness/supply standards.

• On-demand emplacement/relocation: 100% completed within 24 hours.

• Place of Performance: U.S. Army Garrison (USAG) Bavaria area of responsibility, primarily within GTA, HTA, and ATA, but at any specified location within USAG Bavaria as directed by task orders.

• Non-personal services contract.

• Contractor must develop and maintain a Quality Control Plan (QCP).

• Contractor must develop and maintain a comprehensive Contractor Work Plan.

• Strict adherence to security requirements, including personnel security clearance and installation access procedures.
