This solicitation is for the rental of equipment to support an exercise (PMX26). The required equipment includes one (1) 100-KW generator and two (2) 5-Ton Environmental Control Units (ECUs).

• Generator: Rental of one (1) 100-KW generator, including setup, takedown, maintenance, and daily refueling. The generator must be fully operational and delivered with a full tank of fuel.

• ECUs: Rental of two (2) 5-Ton ECUs, including setup, takedown, and maintenance. The ECUs must be fully operational and delivered with all associated materials to provide cold air up to the 3rd floor of the SENAFRONT HQS Base, Center of Excellence Building, Panama. Maintenance must ensure equipment is operational 24 hours a day, 7 days a week throughout the period of performance.

• General: All equipment must be delivered with a full tank of fuel and include maintenance as required.

• The solicitation incorporates FAR clauses by reference, including those related to System for Award Management, Terms and Conditions for Commercial Products and Commercial Services, and various DFARS clauses.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide rental of two (2) 5-Ton Environmental Control Units (ECUs) with associated ducts and power cords, and one (1) 100 Kilowatt (KW) generator with maintenance and refueling services to ensure continuous operations for the United States Army South (ARSOUTH) in support of ExPMX-26 PAN.

• Equipment Rental: Provide and deliver two (2) 5-Ton ECUs and one (1) 100-KW generator.

• Power Generation: The generator must provide constant 95-100 KW, 24/7, powering US equipment (110V), with distribution panels for standard 120V AC outlets.

• Environmental Control: ECUs must provide constant cold air up to the 3rd floor, maintaining temperatures between 70°-75°F (20°-25°C) and 40%-60% humidity.

• Maintenance & Refueling: Includes scheduled and emergency maintenance, daily refueling for the generator, and daily maintenance checks for ECUs. Technicians must be available 24/7 and on-site within 2 hours for repairs, with replacement units provided within 4 hours if repairs exceed 2 hours.

• Delivery & Removal: Equipment to be delivered, set up, and removed in coordination with the Contracting Officer (KO) and Contracting Officer's Representative (COR).

• Equipment must be fully functional and operating at maximum capability 24/7.

• Generators must maintain at least 90% of rated capacity.

• ECUs must maintain specified temperature and humidity ranges.

• Technicians must respond within 2 hours and resolve issues within 4 hours.

• All services must meet 100% compliance with specified Acceptable Quality Levels (AQLs).

• Period: July 18, 2026 – August 17, 2026 (30 days).

• Place: SENAFRONT HQs Base, Center of Excellence Bldg., Summit, Panama.

• Contract Type: Anticipated fixed-price contract.

• Personnel: Contractor employees must undergo background checks. Local nationals are required for base access; out-of-country visas will be denied entry.

• Security: Compliance with FPCON levels, physical security, and escort procedures is required. Non-disclosure agreements are mandatory. Information Assurance (IA) standards (NIST SP 800-171) must be followed for data transmission.

• Reporting: Contractor must provide a Contract Manager and alternate, and report any criminal activity by employees within 24 hours.

• Identification: Contractor employees must clearly identify themselves as non-government personnel.

• Publications: Adherence to specified DoD, Army, and FAR regulations is required.
