Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for leasing an abrasive blast system to the Portsmouth Naval Shipyard (PNSY) for use at Naval Base Point Loma (NBPL) in San Diego, CA. The system includes dust collection, vacuum recovery, a 4-pot recycle blast system, and a blast recovery system.

• The contractor shall furnish a complete abrasive blast system including all labor, supervision, tools, materials, equipment, and services necessary for its operation.

• The system must be capable of controlling abrasive blast grit and other dust-generating operations.

• Key components include:

  • Dust Collectors (2)
  • 150HP Vacuum Recovery Units (VRU) (3)
  • 4-Pot Recycle Blast Systems (3)
  • Blast Recovery System (35CF) (1)
  • VRU E-stop and cabling (3)

• Dust collector fan must move > 10,000 CFM of air at 14" water gauge.

• Vacuum air flow (blower) must be a minimum of 2300 CFM (free air).

• Vacuum static pressure must be a minimum of 27" hg.

• Classifier must process a minimum of 15,000 pounds per hour of steel abrasive.

• System must be capable of continuous, year-round, outdoor, unmanned operation in varied ambient conditions (-10 to +110°F & 0 to 100% RH).

• Location: Naval Base Point Loma (NBPL) in San Diego, CA.

• The SOW implies a lease or rental period, with requirements for start-up, training, preventative maintenance, and return of equipment.

• Electrical requirements: 460 VAC, three-phase, 60 hertz, with protection via no greater than a 200 ampere circuit breaker. Soft-start capability is required for motors.

• Filtration: MERV-15 or greater efficiency filters for dust collectors and VRUs.

• Safety: UL listed components, NEMA 3 rated enclosures for outdoor use, dead front control panels, and emergency stop (E-stop) switches.

• Environmental: Equipment must operate in below freezing temperatures and include freeze protection measures.

• Contractor responsibilities include start-up, training, preventative maintenance, weekly inspections, and repairs within specified timeframes.

• Government will provide electrical power, water, and compressed air services.
