Purpose
This notice is for market research purposes only, in accordance with RFO 10.001, and is not a request for quotes/proposals or an invitation for bids. The Government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described.
Scope of Work
The required services include:
- Repairs: Perform necessary repairs to restore Keysight N9952A Analyzers to original operating condition, anticipated annually per unit. Repair turnaround time is a maximum of 10 business days (20 business days if calibration is also required).
- Calibration: Conduct calibration services for Keysight N9952A Analyzers, anticipated annually per unit. Calibration turnaround time is a maximum of 10 business days. Calibration must meet a minimum Test Accuracy Ratio (TAR) or Test Uncertainty Ratio (TUR) of 4:1, with a Probability of False Accept (PFA) not exceeding 2 percent.
- Technical Support: Provide technical and application support via telephone, email, or online, with a response time of 2 business hours or less.

Special Requirements
- Contractor must be an authorized repair facility of the Original Equipment Manufacturer (OEM).
- Use only genuine or authorized Keysight parts and software.
- Repairs must include preventative maintenance (cleaning, lubricating, safety check).
- Calibration must be performed in accordance with ISO/IEC 17025:2017 and ANSI/NCSL Z540.3-2006.
- Contractor must be accredited by a U.S. based, Navy-approved accreditation body.
- Provide full measurement report and certificate of calibration, including direct traceability to NIST and compliance statements.
- Extend all commercial warranties on replacement parts.
- Implement and maintain a Quality Control Program (QCP).
