This document is a solicitation for the repair or overhaul of Coast Guard aircraft components. It outlines the terms and conditions applicable to any order awarded as a result of this solicitation.

• Vendors must be FAA 145 certified and perform at least 50% of the work at their own FAA-certified facility.

• Awards will be made to vendors deemed fully capable by division-level command-appointed Coast Guard Engineers or Equipment Specialists.

• Vendors must provide proof of current FAA certification, OEM, or Air Force approval.

• Repair work must adhere to the latest revision of the OEM Component Maintenance Manual (CMM) and the Statement of Work (SOW).

Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of specific aircraft components from an Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center acceptable to the Coast Guard.

• Repair Centers must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORIs).

• Services include inspection, repair, defective part replacement, and testing to meet OEM functional requirements.

• Overhaul involves complete teardown, inspection, cleaning, replacement of consumables, and OEM-recommended 100% replacement components.

• Corrosion found during inspection will necessitate thorough disassembly and repair/replacement of affected parts, adhering to OEM specifications.

• Components must be thoroughly cleaned to remove hazardous dust (e.g., hexavalent chromium, cadmium, lead) prior to return.

• Components must be airworthy and suitable for installation on USCG aircraft.

• A Federal Aviation Administration (FAA) airworthiness release 8130-3 Certificate or EASA Form-1 is required for each component tested, repaired, or overhauled. A Certificate of Conformance may be acceptable if authorized.

• The contractor must provide a Teardown and Inspection Report (TIR) detailing parts required for repair/replacement, labor hours, and costs.

• Required turn-around-time is ninety (90) days after receipt of material (ARM), with earlier delivery desired if no extra charge.

• Final inspection and acceptance will be performed by ALC Quality Assurance personnel.

• Contractors must obtain required OEM drawings, Service Bulletins, CMMs, and specifications.

• USCG modifications to original configurations must be retained unless specified otherwise.

• The contractor must inspect for missing parts within fifteen calendar days of receipt and notify the KO.

• Components must be packaged in accordance with CMM and ATA-300 standards, with specific labeling requirements.

• Internal packaging must prevent damage and corrosion for at least one year of warehouse storage.

• The contractor shall maintain a legible component tracking form for each tracked component, including part number, nomenclature, serial number, and rework performed.
