• Specific Items: The schedule lists specific items required, including "Audio Control Panel" (Part Number: AL23-3140-9MODVER3 / AL24-3370-9MODVER4) and "Jack Panel (JP)" (Part Number: AL22-3330-31MODVER1), with quantities specified.

• Vendor Requirements: Vendors repairing/overhauling Coast Guard aircraft components must be FAA 145 certified and perform at least 50% of the work at their FAA-certified facility. Vendors must be deemed fully capable by Coast Guard Engineers or Equipment Specialists.

• Delivery: Delivery is required within ninety (90) days after receipt of order (ARO). Early and/or partial deliveries are desired and will be accepted.

• Award Basis: Award is anticipated to be made on a sole source basis to Orbit Communication Systems, Inc. However, all responsible sources may submit a capability statement or quotation.

• Evaluation: Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

• Proposal Submission: Quotes will be evaluated based on FAR 12.203 criteria. The offeror's quotation will be evaluated using one or more techniques defined in FAR 12.204 to determine if it is fair and reasonable.

• Key Deadlines: Offers must be submitted by the exact time specified in the solicitation.

• Sole Source Anticipation: The solicitation anticipates a sole source award to Orbit Communication Systems, Inc., but allows other responsible sources to submit capability statements or quotations.

Justification for Other Than Full and Open Competition

This document justifies a sole-source procurement for repair services for specific aircraft parts: 6 Audio Control Panels (p/n AL23-3140-9MODVER4), 3 Jack Panels (p/n AL22-3330-31MODVER1), and 4 Audio Control Panels (p/n AL24-3370-9MODVER4). The repairs must be performed in accordance with Original Equipment Manufacturer (OEM) specifications.

Statement of Work (SOW)

To obtain inspection, repair, and/or overhaul services for specific aircraft components from Original Equipment Manufacturers (OEMs), OEM Authorized Repair Centers, or FAA Certified 145 Repair Centers.

• Repair or overhaul of specified components, including Audio Control Panels and Jack Panels.

• Services must adhere to OEM specifications, Component Maintenance Manuals (CMMs), drawings, and Service Bulletins.

• USCG modifications to original configurations must be retained unless specified otherwise.

• Coating requirements must be strictly followed.

• Components must meet manufacturer's functional requirements.

• Corrosion found during inspection requires thorough disassembly and repair/replacement according to OEM specifications. Corrosion on flight-critical components is not permitted and requires OEM evaluation.

• A Teardown and Inspection Report (TIR) is required, detailing parts replaced, labor hours, and unit prices.

• A Federal Aviation Administration (FAA) airworthiness release (e.g., 8130-3 Certificate) or EASA Form-1 is required for each repaired/overhauled component.

• Components must be suitable for installation on USCG aircraft.

• Required turn-around-time is ninety (90) days after receipt of material (ARM), with earlier delivery desired if no extra charges apply.

• Services are performed by the contractor; components are returned to the Aviation Logistic Center (ALC) or Air Stations.

• Contractors must have an ISO 9000 compliant or acceptable quality system.
