This document outlines the terms and conditions for Solicitation 70Z03826QL0000103. It is anticipated that a purchase order will be awarded on a sole source basis to Airbus DS Military Aircraft, Inc. However, all responsible sources may submit a capability statement or quotation for consideration. The award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government.

• The solicitation requires the repair of parts in accordance with the latest revision of the OEM Component Maintenance Manual (CMM) and Statement of Work (SOW).

• A specific item is listed: Command Lever, Part Number 35-65232-0003, National Stock Number 1680-01-HS1-9369, Manufacturer CAGE Code 0117B, Quantity: 2 each.

• Vendors, except the OEM or a Production Approval Holder (PAH), repairing/overhauling/modifying Coast Guard aircraft components must be FAA 145 certified and perform at least 50% of the work at their FAA-certified facility.

• Vendors must have documented capability with USCG services specified by the schedule, or provide information supporting their capabilities if requested.

• The period for acceptance of offers is 60 calendar days from the date specified for receipt of offers, unless otherwise specified.

• Delivery is required within ninety (90) days after receipt of order (ARO). Early and/or partial deliveries are desired and will be accepted.

• Offers must include the solicitation number, offeror's name/address/phone, UEI, EFT indicator, information for evaluation, responses to provisions, and a statement of agreement with terms and conditions.

• Quotes will be evaluated based on Technical Acceptability (acceptable/unacceptable) and lowest price.

• Technical Acceptability requires proof of current FAA certification, or OEM, or Air Force approval to provide the specified services.

• If the lowest quote/offer meets technical acceptability, no other quotes will be evaluated.

• Vendors must meet specific capability requirements related to USCG services.

• Specific requirements for FAA 145 certification and facility performance apply to non-OEM or non-PAH repairers.

• This document incorporates numerous FAR and HSAR clauses by reference, covering topics such as certifications, prohibitions, security, sustainable products, payment, and subcontracting.

• Offerors are cautioned that listed provisions may require completion and submission.

Justification for Other Than Full and Open Competition

This document outlines the justification for procuring commercial products and services at or below the Simplified Acquisition Threshold (SAT) without full and open competition, citing FAR 12.102(a) and FAR Class Deviation 25-21 Rev. 1 for FAR Part 12.

Procurement of 2 EA COMMAND LEVER P/N 35-65232-0003 (NSN 1680-01-HS1-9369) aircraft parts. These parts are intended for repair and will be placed in ALC Ready-For-Issue Inventory for future requirements and installation on a USCG Aircraft.

AIRBUS DS MILITARY AIRCRAFT INC 8100 AIRBUS MILITARY DRIVE MOBILE, AL 36608 (UEI: 0DAF1)

The justification is based on the "Only One Source Is Available" type. The service is procurable from the original equipment manufacturer (OEM), Airbus. The OEM owns the proprietary rights to the technical data, specifications, and drawings required to manufacture these parts. Consequently, these parts are only procurable from the OEM or an approved distributor.

The Contracting Officer will determine fair and reasonable pricing using one or more of the following methods:

• Market Research
• Comparison of proposed price with prices found reasonable on previous purchases
• Current Price List
• Comparison with similar items in a related industry
• Comparison to IGCE
• Contracting Officer's Personal Knowledge
• Other (to be explained)

Statement of Work (SOW)

To obtain inspection, repair, and/or overhaul services for components from the Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center, acceptable to the Coast Guard.

• Services include inspection, repair, and overhaul of components per the attached schedule.

• Contractors must obtain required OEM drawings, Service Bulletins, CMMs, and specifications.

• Modifications to original configurations must be retained unless otherwise specified.

• Coating requirements must be strictly adhered to.

• Repair levels include 'Inspect/Repair as necessary' and 'Overhaul'.

• Corrosion found during inspection requires thorough disassembly and repair/replacement.

• Flight Critical components with corrosion are not permitted and require OEM evaluation.

• Contractors can request a 'Beyond Economical Repair' (BER) determination from the Contracting Officer (KO).

• Contractors must inspect for missing parts within 15 days of receipt and notify the KO.

• A Teardown and Inspection Report (TIR) is required, detailing parts for repair/replacement, labor hours, and costs.

• Components must be cleaned to remove hazardous dust (hexavalent chromium, cadmium, lead, etc.) prior to return.

• Components must meet manufacturer's functional requirements IAW applicable OEM publications.

• Components must be airworthy and suitable for installation on USCG aircraft.

• FAA airworthiness release 8130-3 Certificate or EASA Form-1 is required, or an authorized Certificate of Conformance.

• The Coast Guard's Aviation Computerized Maintenance System (ACMS) will be used for tracking components.

• Components must be packaged and preserved in accordance with CMM, ANSI/ESD S541, MIL-STD-2073, and ATA specification number 300.

• Final inspection and acceptance will be performed by ALC Quality Assurance personnel.

• Required turn-around-time is ninety (90) days after receipt of material (ARM), with earlier delivery desired if no extra charges apply.

• Components are shipped to the Aviation Logistic Center (ALC) or potentially Air Stations.

• Contractor must be ISO 9000 compliant or have a quality system acceptable to the USCG.

• Documentation of OEM authorization is required if claimed.

• Packaging must prevent damage, corrosion, and deterioration for at least one year.

• Specific labeling requirements for packages are detailed.

• Bar coding is authorized but not required.
