Statement of Work (SOW) / Performance Work Statement (PWS)

This SOW outlines the requirements for the replacement of four (4) existing fan-coil HVAC units within the Aircraft Control Tower, Building 1806, at Columbus Air Force Base, MS.

• Replacement of HVAC units in specific rooms on Floors 1, 2, 4, and 7.

• Includes demolition of existing units and associated ductwork, piping, and diffusers.

• Installation of new 4-pipe cassette-type fan-coil HVAC units (or approved equal) with MERV 13 filters, 18 MBH cooling capacity, and electro-mechanical 24v controls.

• Integration of new units with the existing EMCS (N2 communications).

• Installation of new ceiling grid systems and acoustic tiles.

• Reinstallation of existing light fixtures and ceiling-mounted devices.

• For Floor 1, Room 107, replacement of a fan-coil unit with a new electric unit heater.

• Includes daily cleanup, testing, adjusting, and balancing (TAB) reports, and coordination with the Base Fire Marshal.

• Final tasks include leak-testing, verifying electrical connections, testing condensate pumps, functional testing of units, balancing chilled water flow, verifying reinstalled devices, and providing training to maintenance personnel.

• Units must meet specific criteria including MERV 13 filters, 18 MBH cooling capacity, integration with EMCS, 4-pipe configuration, and 208/1 voltage.

• New thermostats (TEC3000) must be compatible with EMCS and N2 communications.

• Control points for the EMCS graphical user interface are specified.

• TAB report required.

• Warranty: Minimum one-year materials and workmanship warranty.

• Columbus Air Force Base, Mississippi.

• Period of Performance: 60 days.

• Contractor must provide all labor, materials, tools, transportation, and equipment.

• Work must comply with applicable building codes, Air Force regulations, and manufacturer's instructions.

• Contractor personnel require security escort within the Control Tower.

• Adherence to applicable UFC's, ETL's, local and national codes, and Columbus AFB Installation Facility Standards (IFS).

• Submittals include Work Plan, Shop Drawings & Product Data, Submittal Log, Proposed Products and Qualified Installers List, and DD Form 1354.

• Preconstruction Conference required.

• Contractor must provide a temporary office on CAFB at their own expense.

• Strict adherence to safety, health, and environmental protection regulations.

• Hazardous materials must be managed according to regulations.

• Recycling is encouraged.

• No asbestos-containing materials are allowed.

• No lead-based paint is allowed.

• Back Flow Prevention is mandatory on all drinking water system connections.

• EMS awareness training is required.

• Historical and cultural artifacts must be preserved.

• Noise levels must be controlled.

• Pesticide/fertilizer application requires coordination and reporting.

• Storm water protection measures must be implemented.

• Mississippi One Call 811 must be used before any dirt work.

• Secondary containment is required for temporary fuel oil or petroleum storage tanks.

• Contractor guidelines apply to all contractors working on Columbus Air Force Base.

• Legal Authority clauses must be followed.
