This solicitation is for the "Repair Doors and EIFS, B755" project located at 760 Military Hwy, Building 755, Minneapolis, Minnesota. The contractor will be responsible for providing all supervision, labor, materials, and equipment necessary to fully meet the requirements of the Statement of Work, Construction Specifications, Construction Drawings, and other related Contract Documents.

• Repair Exterior Insulation and Finish System (EIFS): Address cracks, holes, voids, joints, and apply a new finish coat.

• Repair Doors: Includes replacement of main entrance door operators, sensors, and controls; removal and brick infill of one double door; and replacement of a single door, frame, hardware, and accessories.

• Relocate Sign: Remove existing sign and exterior conduit, then mount a new sign in a designated location.

• Tank Level Alarm Conduit: Remove exterior conduit and reroute new conduit to the interior of the facility.

• Contract Type: Firm Fixed Price.

• Period of Performance: Within 10 calendar days of award, with a completion time of 120 calendar days.

• Performance Bonds: Required within 10 calendar days of award.

• Proposal Submission Deadline: April 15, 2026, by 3:00 PM local time.

• Site Visit: Scheduled for April 2, 2026, at 10:00 AM CST at Minneapolis Air Reserve Station, Building 860, 2nd Floor Contracting Conference Room 229.

• Evaluation: Quotes will be evaluated on a price-only basis. Award will be made to the lowest-priced responsible offeror whose quote is responsive.

• This procurement is a 100% Small Business Set-Aside.

• Small Business Size Standard: $45,000,000.00 in average annual revenue under NAICS 236220.

Statement of Work (SOW) / Performance Work Statement (PWS)

• The contractor must adhere to all contract documents, including drawings and specifications. In case of conflict, the most stringent requirements apply, and specifications govern over drawings.

• The contractor shall review government-provided documents and existing field conditions to identify discrepancies and submit RFIs prior to construction.

• Substitutions and deviations require written approval from the Contracting Officer (CO).

• The contractor shall clean up all construction debris and dispose of waste off-site.

• A construction schedule must be provided with the proposal.

• The contractor must verify existing site conditions and identify potential conflicts.

• Protective coverings and barriers must be installed to protect non-work areas and equipment.

• The contractor shall provide and maintain sanitary facilities; government facilities will not be available.

• A quality control plan must be established and maintained.

• The contractor is responsible for field reconnaissance, surveys, site investigations, and testing.

• The contractor shall manage and dispose of hazardous waste in accordance with Section 3.6.

• Pre-Final and Final Inspections are required, with a contractor-provided punch list for the Pre-Final Inspection.

• Warranty documentation must be delivered to the Government following final inspection.

• Five percent (5%) of the contract value may be withheld until all project deliverables are submitted and accepted.
