Submission & Evaluation

The Technical Proposal should address Site Management/Key Personnel, Technical Responsiveness (design and construction experience), a Quality Control Plan, and a detailed Construction Schedule. Past Performance information (recent, relevant, quality) is also required. Evaluation will be based on Best Value, considering Price, Technical Acceptability, and Past Performance. Technical factors will be rated Acceptable/Unacceptable, with any "Unacceptable" rating rendering the entire quote unacceptable. Past Performance must be rated "Acceptable."
