Quick Summary
The U.S. Coast Guard (USCG) Aviation Logistics Center (ALC) is soliciting quotations for the repair and/or overhaul of one Hydro-Mechanical Unit (HMU) for HC-144 aircraft. This is a combined synopsis/solicitation (RFQ 70Z03826QL0000105) for commercial items. While the award is anticipated to be a firm-fixed price purchase order on a sole source basis to Woodward, Inc., due to proprietary data and the Original Equipment Manufacturer (OEM) no longer performing repairs, other responsible sources with the required technical expertise and capabilities are invited to submit quotations for consideration.
Scope of Work
The requirement is for the inspection, repair, and/or overhaul of one Hydro-Mechanical Unit (HMU), National Stock Number (NSN) 1680-01-494-0009, Part Number (P/N) 6068T72P25. Services must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, and Service Bulletins. Contractors are responsible for obtaining proprietary OEM data. Repairs include failure analysis, defective part replacement, testing, and complete overhaul (teardown, inspection, cleaning, component replacement, and resetting Time Since Overhaul (TSO)). Components must be airworthy and suitable for USCG aircraft, requiring an FAA airworthiness release 8130-3 Certificate or EASA Form-1, or an authorized Certificate of Conformance.
Key Requirements for Offerors
- Ability to obtain required technical expertise, engineering data, and OEM (General Electric Company, CAGE Code 99207) parts.
- Non-OEM/Production Approval Holder (PAH) vendors must be FAA 145 certified and perform at least 50% of the work at their FAA-certified facility.
- Vendors must be deemed fully capable by division-level Coast Guard Engineers or Equipment Specialists.
- Possess a quality system acceptable to the USCG or be ISO 9000 compliant.
