Statement of Work (SOW) / Performance Work Statement (PWS)

The objective of this project is to replace damaged interior finishes in Building 768 (FSS Offices and MSG/COMMS Offices) at Joint Base Langley-Eustis, Hampton, VA, to meet Base Standards.

This project involves interior repair work, including demolition and installation of new finishes. Bidders will provide line-item pricing for each phase. Key tasks include:

• Base Bid (Location A - FSS Offices):

  • Moving existing furniture and equipment.
  • Removing approximately 2700 SF of existing carpet and 340 LF of wall base.
  • Installing new 24"x24" carpet tiles and 4" H wall base.
  • Preparing and painting walls (approx. 3100 SF) and door frames.

• Bid Option 1 (Location B - MSG/COMMS Offices):

  • Moving existing furniture and equipment.
  • Removing approximately 3800 SF of existing carpet and 710 LF of wall base.
  • Installing new 24"x24" carpet tiles, 4" H wall base, and approximately 50 LF of new paintable wood chair rail.
  • Preparing and painting walls (approx. 6390 SF), door frames, and the new chair rail.

• All work must conform to industry standards and manufacturer installation requirements.

• New materials (carpet tile, wall base, adhesives, paint) must be PFAS, Lead, and VOC Free.

• Contractor must ensure proper disposal of debris and dust control.

• Contractor is responsible for any damage to existing structures or property.

• Contractor must provide a minimum 1-year warranty for installation work.

• Period of Performance: 60 days from Notice to Proceed (NTP). This period may be adjusted for material procurement lead times.

• Location: 165 Sweeney Blvd., Bldg.#768, Joint Base Langley-Eustis, Hampton, VA 23665.

• Work Hours: Monday through Friday, 0700-1600.

• Contractor must submit material submittals (samples and cut sheets) for approval prior to procurement, including carpet tile, wall base, chair rail, and paint.

• Contractor must submit a project timeline with their quotation.

• Contractor must comply with all installation/facility access and local security policies, including background checks and Antiterrorism (AT) Level I training.

• Contractor must report all labor hours via the secure data collection site on SAM.gov.

• Contractor vehicles must enter via the LaSalle Gate (per Attachment 6.4).

• Commercial/Large Vehicle Access: Vehicles entering via commercial delivery or construction must use the Langley AFB Large Vehicle Inspection Station.
• Approved Identification: A comprehensive list of acceptable identification documents is provided, including driver's licenses, birth certificates, passports, and employment authorization documents.
• Visitor Control Center (VCC) and Gate Hours: Specific operating hours for the Visitor Control Center and various gates are listed, along with contact information for the 633d Security Forces Squadron.
