Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) details the requirements for the Design-Build project to repair the Kiddie Pool at Columbus AFB, Mississippi. The primary goal is to provide a fully functional and waterproof Kiddie Pool by replacing the liner, upgrading the skimmer system, and improving deck drainage.

• Pool Basin Repair: Prepare and repair the pool basin, sealing all penetrations and cracks. Clean the basin and apply a fungicide/algaecide. Modify coping to accommodate the new liner.

• Liner Installation: Install a 60-mil PVC liner over the entire pool basin, extending vertically past the fiberglass/concrete junction. Install a geotextile slip sheet for protection. Ensure the liner is fully adhered and heat-welded for a waterproof system. Mechanical fasteners must be stainless-steel and embedded in caulk. All penetrations require sealing.

• Skimmer and Drainage System: Replace the existing skimmer assembly and upgrade downstream drainage piping to 2" diameter. Demolish and replace the existing channel drain along the west edge of the pool enclosure with a 5" wide channel drain, extending it an additional 8 ft and installing a new cleanout section.

• Pool Features: Install one central sprayer, two side jet nozzles, and a new vertical central spray nozzle. Abandon and plug existing supply nozzles, returns, or penetrations.

• Enclosure: Replace the entry gate to the kiddie pool enclosure, including a new latching post, hinges, and latches.

• Warranty: The new pool liner must include a minimum 15-year warranty.

• The new pool liner is expected to be light blue, with the final color to be decided by the Government based on physical samples.

• The new pool liner must come with a minimum 15-year warranty.

• The project is located at Columbus AFB, Mississippi.

• Construction must occur between September 15 and May 1, to avoid disruption during the pool's operational summer months.

• The total Period of Performance is 105 days.

• The Government will not furnish any equipment or materials.

• The Government does not wish to salvage any equipment or materials.

• Design work will include site investigations and preparation of complete contract documents, including construction drawings, schedules, and design analysis. Shop drawings are required in lieu of standard design submittals.

• The Contractor is responsible for all design work, including field investigations and ensuring constructability and code compliance.

• All design and construction must adhere to applicable UFC's, ETL's, local and national codes, and Columbus AFB Installation Facility Standards.

• Submittals must be prepared electronically in AutoCAD (Release 2020) and PDF formats.

• The Contractor must provide a Quality Control Plan (QCP) detailing inspection responsibilities and procedures.

• Materials testing will be performed by an independent agency acceptable to the Government.

• The Contractor must provide a 15-year warranty for the new pool liner.
