Solicitation / RFP / RFQ

This document outlines the terms and conditions applicable to orders awarded under this solicitation for commercial items and services. It supersedes all other terms and conditions.

• Submission of Offers: Offers must include the solicitation number, offeror's name/address/phone, UEI, EFT indicator, information for evaluation, completed representations/certifications (not in SAM), and a statement of agreement with terms and conditions.

• Period for Acceptance: Offerors must hold prices firm for 60 calendar days from the offer receipt date, unless otherwise specified.

• Late Submissions: Late offers will generally not be considered unless received before award and acceptance does not unduly delay acquisition. Late modifications making terms more favorable to the Government may be accepted.

• Technical Acceptability: Quotes must include proof of current FAA certification, or OEM, or Air Force approval to provide the services. Repair of parts must adhere to the latest OEM Component Maintenance Manual (CMM) and Statement of Work (SOW).

• Specific Item: Line Item 1 refers to "LIGHT LNDG VIS/IR" (NSN: 6220-01-483-2342, P/N: 50-0324-1), with an OEM CAGE Code of 72914, for the AIR-CRAFT HC-144, Quantity 6.

• Vendor Requirements: Vendors, except the OEM or Production Approval Holder (PAH), must be FAA 145 certified and perform at least 50% of the work at their FAA-certified facility for repairing/overhauling Coast Guard aircraft components. Vendors must have documented capability or be appointed by USCG Engineers/Specialists.

• Delivery/Lead Time: USCG requires delivery of all items Ninety (90) days after receipt of order (ARO). Early and/or partial deliveries are desired and will be accepted.

• Contract Award: Award will be made to the lowest priced, technically acceptable offeror representing the best value to the Government. Discussions are not anticipated but may be conducted if necessary.

• Evaluation Criteria: Quotes will be evaluated based on lowest priced, technically acceptable offer.

• Invoicing: Invoices should be submitted to ALC-Fiscal@uscg.mil or mailed to the Chief, Fiscal Branch, USCG ALC. Payments will be made electronically.

Statement of Work (SOW)

To obtain services for the inspection, repair, and/or overhaul of specific aircraft components from an Original Equipment Manufacturer (OEM), an OEM Authorized Repair Center, or a Federal Aviation Administration (FAA) Certified 145 Repair Center.

• Repair and overhaul of components, specifically the "LIGHT LNDG, VIS/IR" (NSN 6220-01-483-2342, Part Number 50-0324-1).

• Services must comply with OEM specifications, Component Maintenance Manuals (CMMs), drawings, Service Bulletins, and Overhaul and Repair Instructions (ORI).

• Contractor must obtain required OEM documentation as it is proprietary.

• Adherence to specified coating requirements is mandatory.

• Repair levels include "Inspect/Repair as necessary" and "Overhaul" (which resets Time Since Overhaul).

• Corrosion found during inspection necessitates thorough disassembly and repair/replacement according to OEM specifications. Corrosion on Flight Critical components is not permitted and requires OEM evaluation.

• Contractor may request a "Beyond Economical Repair" (BER) determination from the Contracting Officer (KO).

• Notification to the KO within fifteen calendar days of receipt of unserviceable components regarding any missing parts.

• Submission of a Teardown and Inspection Report (TIR) identifying parts required for repair/replacement, labor hours, labor rates, and other charges. A copy of this report is due to the KO within five calendar days of inspection.

• Components must be airworthy and suitable for installation on USCG aircraft.

• Thorough cleaning of components to remove hazardous dust (e.g., hexavalent chromium, cadmium, lead) is required.

• Packaging and preservation must prevent damage, deterioration, and corrosion for at least one year.

• Turn-around-time is ninety (90) days after receipt of material (ARM), with earlier delivery desired if no extra charges apply.

• Final inspection and acceptance will be performed by ALC Quality Assurance personnel.

• Contractor must be ISO 9000 compliant or have a quality system acceptable to the USCG.

• Provide a Federal Aviation Administration (FAA) airworthiness release 8130-3 Certificate or EASA Form-1 with each component tested, repaired, and/or overhauled. A Certificate of Conformance may be submitted if authorized by the KO.

• Components will be tracked via the Coast Guard's Aviation Computerized Maintenance System (ACMS). The contractor must maintain a tracking form for each component.

• Packaging must comply with CMM, ANSI/ESD S541 or MIL-STD-2073 for ESDS components, and ATA specification number 300 for other items.

• Each package must be labeled with NSN, Part Number, Serial Number, Nomenclature, Purchase Order Number, CLIN, and CAGE CODE. Material Inspection and Receiving report and Certificates of Conformance must be placed on the outside of individual containers.

• Bar coding is authorized but not required.

• The USCG reserves the right to invoke Defense Contract Management Agency (DCMA) requirements.
