Quick Summary

The U.S. Department of Agriculture (USDA), Agricultural Research Service (ARS), is soliciting quotations for repairs to the Tank Farm Metal Building at the Stuttgart National Aquaculture Center (SNARC) in Stuttgart, AR. This Total Small Business Set-Aside opportunity seeks a contractor to replace metal panels, doors, insulation, and the ridge cap. The government anticipates awarding a Firm Fixed Price Contract. Quotations are due by February 25, 2026, at 6:00 PM CT.

Opportunity Details

This is a combined synopsis/solicitation (RFQ) prepared under FAR Part 12. The acquisition is set aside for small business concerns under NAICS code 236220 (Construction Of Miscellaneous Buildings) with a $45M size standard.

Scope of Work

The project involves comprehensive repairs to the Tank Farm metal building. Key tasks include:

  • Replacing approximately 130 linear feet of 3'x8' metal panels, sealing them at the top and bottom, and applying weatherproof seals to fasteners.
  • Installing waterproof PVC or FRP board (approx. 75'x7' area) on the interior to cover deteriorating insulation.
  • Replacing two sets of commercial 36"x84" double doors and frames, then painting them white with an epoxy coating.
  • Repairing the existing ridge cap (approx. 90 linear feet) by installing hardware cloth to deter birds.
  • Clarifications from Q&A: A 3/4" electrical line must remain and be notched into new panels, while a 1 1/2" PVC line can be removed. The Statement of Work will be revised to include additional photos and address deterioration at the west rollup door, requiring repair and painting. Electrical devices mounted to panels are not part of the replacement scope. Fiberglass batt insulation is to be removed and replaced. The government will remove existing furniture. Base plates must be replaced where new panels are installed, and damaged red iron supports will also need replacement.
