Repair of APS-143 Radar Components for U.S. Coast Guard Aircraft HC-144.

Statement of Work (SOW)

To repair APS-143C(V)3 radar components to a Ready for Issue (RFI) condition for the Federal Aviation Administration (FAA) authorized repair center.

• Test, troubleshoot, clean, repair, and/or modify APS-143C(V)3 radar components.

• Adhere to Original Equipment Manufacturer (OEM) specifications, maintenance manuals, service bulletins, USCG publications, and authorized software.

• Ensure repaired components integrate with HC-144 aircraft subsystems without requiring on-aircraft adjustment or calibration.

• Provide all necessary facilities, trained personnel, labor, tooling, calibrated test equipment, and OEM-approved parts.

• Disassemble and inspect all components.

• Exterior finishing only as necessary for environmental protection; minor cosmetic defects will not be refinished.

• Maintain equipment configurations and incorporated service bulletins for interoperability.

• Non-functional defects not to be repaired include minor wear on connectors, discolored hardware/handles/PCBs, minor dents/distortions/scratches/chips not affecting fit, and chipped components not affecting hermetic seal or function.

• Incoming Inspection: Inspect exterior of Line Replaceable Unit (LRU) and document "as received" condition, notifying government of any damage with photographic evidence.

• Failure Verification: Use approved Acceptance Test Procedure (ATP) to verify reported failures.

• Final Acceptance Test: All components must pass the latest factory-approved ATP prior to return.

• Data Management: Maintain a Data Management file for all program data pertinent to repairs.

• Weekly Status Meetings: Participate in weekly meetings to discuss repair status, issues, delays, progress, estimated ship dates, quote status, AOG/priorities, and action items. An annual program review will also be conducted.

• Repair Turn Around Time (RTAT):

  • TAT Eval: Within 30 calendar days of receipt for evaluation.
  • Repair TAT: Within 60 calendar days after evaluation completion to return serviceable unit.

• Environmental Requirements: Thoroughly clean all parts IAW applicable manuals to be free of hazardous dust (hexavalent chromium, cadmium, lead, etc.).

• One ordering period of twelve months, followed by four one-year ordering periods, for a total duration not exceeding five years.

• FAA 145 Certified repair center.

• Configuration Management and Control.

• Purchased Material and Parts Control.

• Beyond Economical Repair (BER) procedures.

• Contractor Verification of Receipt of Repairable Items.

• Packing Slip requirements including specific information and FAA Form 8130-3.

• Preservation, Packaging, and Marking per ASTM D3951-10 and MIL-STD-1686C for ESD-sensitive components.

• Inspection and Acceptance responsibilities, including FAA Form 8130-3, Component Repair Record (CRR), and final ATP results.

• Urgent Requirements (AOG) with a 14-day delivery timeframe.

• USCG Material Tracking System Requirements, including CRR and ATP distribution.

• Diminishing Manufacturing Sources (DMS) notification procedures.

• Service Bulletins: Identify, obtain, and propose firm-fixed price for incorporation. Incremental charges for new configurations.

• Exclusions: Procedures for handling items with severe damage due to misuse, cannibalization, crash damage, Acts of God, foreign object damage, or total submersion in water.
