The scope includes furnishing all necessary material, plant facilities, labor, parts, equipment, and expertise. Over and Above work will be negotiated.

Contract Details

  • Item Unique Identification (IUID): Implement IUID marking in accordance with MIL-STD-130 for all items, including specific NSNs.
  • Data Reporting (CDRLs): Submit various reports, including Commercial Asset Visibility (CAV) Reporting, Contract Depot Maintenance (CDM) Monthly Production Report, Government Property (GP) Inventory Report, Technical Data Package (TDP), Report of Shipping (Item) and Packaging Discrepancy, and a Production Surge Plan.
  • Packaging: Adhere to MIL-STD-2073-1 and MIL-STD-129, including special instructions for "FUEL DEVICE W/RESIDUAL FUEL" (UN3363, Class 9 hazardous material) and Wood Packaging Material (WPM) restrictions.
  • Personnel: Ensure minimum staffing for roles such as Production Control Clerk (GS-6), Supply Technician (GS-7), Aircraft Quality Control Inspector (WG-11), and Fuel Distribution System Mechanic (WG-10).
  • Supply Chain Risk Management (SCRM): Develop and implement a plan covering Continuity of Operations (COOP), Foreign Influence, and Cybersecurity.
  • Surge Capability: Be willing to meet increased demand during national emergencies.
  • Government Furnished Property (GFP): The contract includes GFP for the three NSNs, which are to be used "as-is" and are not upgradable. Contractors are responsible for all material, support equipment, and special tools; no Government Furnished Equipment (GFE) will be provided.
