Terms and Conditions

• Period for Acceptance of Offers: Offerors must hold prices firm for 60 calendar days from the offer receipt date, unless otherwise specified.

• Evaluation: This is a Request for Quote (RFQ) anticipated to result in a firm-fixed-price purchase order awarded using the Tradeoff Method. Quotes will be evaluated based on the following factors, in descending order of importance:

  • Factor 1: Technical Acceptability: Evaluated as "Acceptable" or "Unacceptable" based on the offeror's demonstrated ability to meet all requirements outlined in the Requirements spreadsheet and Statement of Work (SOW). A thorough understanding of requirements is necessary.
  • Factor 2: Delivery: Offerors must meet or exceed delivery requirements. Delivery of completed repairs is requested no later than ninety (90) days after receipt.
  • Factor 3: Price: Pricing must be provided as requested in the "Requirements" spreadsheet. Quantity price discounts and prompt payment discounts should be included. Quotations will be evaluated for fairness and reasonableness.

• 52.209-11 Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction: Requires representation regarding unpaid Federal tax liability and felony convictions within the preceding 24 months.

• 52.240-90 Security Prohibitions and Exclusions: Addresses prohibitions related to covered telecommunications equipment/services, business operations in Sudan, and sensitive technology related to Iran.
