The United States Coast Guard (USCG), Aviation Logistics Center (ALC), is conducting market research through a Request for Information (RFI) to identify qualified contractors for the repair and/or major repair of the MH-65 Hoist Control Panel (P/N 80-25002-003, NSN 1680-01-HS1-3011). This is for market research purposes only and is not a solicitation. Responses are due January 23, 2026, at 1:00 pm EST.

Scope of Work

The USCG seeks contractors with the necessary facilities, equipment, skills, knowledge, and resources to perform repair and/or major repair services for the MH-65 Hoist Control Panel. Services must be performed in accordance with the most up-to-date Original Equipment Manufacturer (OEM) Breeze Eastern LLC's Component Maintenance Manual (CMM). The panel is primarily electrical control with a variable hydraulic valve. An older version from Electrospace Systems, Inc. is also in use. The RFI is not targeting a known 'creep' problem with some hydraulic valves.

Information Sought

Interested contractors are requested to submit a capability statement and respond to the following questions:

  • Is your company the OEM or OEM Service Center certified?
  • Are you capable of performing repair/major repair for P/N 80-25002-003?
  • Can you provide required documentation: FAA Part 145 Repair Station Certificate (or EASA equivalent) and a certification/letter as an OEM approved Maintenance Repair Facility?
  • Do you have the ability to obtain OEM separately priced replacement parts?
  • State your business size (large/small) and socioeconomic classification if small.
  • If small, are you capable of performing at least 50% of the work (FAR 52.219-14(c)(1))? Detail any subcontracted work.
  • What is your estimated lead time for repair?
  • Do you offer a warranty on repairs? If so, what is the standard warranty?
  • Is this work exempt from the Service Contract Labor Standards? State the exemption if applicable.
  • Where is your Maintenance Repair facility located?
