• Quotations will be evaluated for fairness and reasonableness.

• Technical Acceptability will be evaluated as "acceptable" or "unacceptable" based on the offeror's ability to meet requirements and demonstrate understanding.

• Past Performance will be evaluated using an "Acceptable," "Neutral," or "Unacceptable" rating system.

• Evaluation Method: Lowest price technically acceptable criteria. The lowest priced offer will be evaluated for technical acceptability first.

• Quotes are due no later than the date and time indicated on sam.gov.

• Quotes shall be submitted via email only to amber.sampson@usda.gov with the subject line "Quote for 1232SA26Q0253."

• Offerors agree to hold prices firm for 90 calendar days from the date specified for receipt of offers.

• Responses from responsible vendors with active SAM registrations will be accepted.

• The solicitation incorporates numerous FAR clauses related to commercial products and services, small business concerns, labor standards, and certifications.

• Technical data and supporting documentation are available via the "Attachments/Links" section, including "Attachment 2 - Statement of Work."

• All offers are considered F.O.B. Destination.

• Service Contract Labor Standards may apply. Wage Determinations are attached for possible places of performance. Offerors must request additional wage determinations no later than two days before solicitation close.

Statement of Work (SOW) / Performance Work Statement (PWS)

The objective is to develop and apply mechanistic, three-dimensional models of perennial crop systems to understand land-atmosphere fluxes of water, energy, and carbon at vineyard and orchard sites. This work aims to improve the calculation of radiation transfer in crop canopies and enhance the understanding and prediction of evapotranspiration and productivity in vineyards and orchards.

• Provide OEM-authorized diagnostics, repair, and calibration for a government-owned RIEGL VZ-2000i LiDAR camera system to restore it to full operational condition.

• Work must be performed using OEM procedures and standards, including replacement of failed components with new OEM parts or OEM-approved equivalents.

• Firmware/software updates are to be applied only as needed to ensure stable operation.

• Verify functionality through OEM testing to demonstrate reliable operation, scanning, and data capture without recurrence of malfunctions.

• Ensure the system produces valid point cloud outputs suitable for canopy reconstruction.

• The contractor must provide a service report detailing diagnostic findings, corrective actions, parts replaced, firmware/software changes, calibration performed, and test results.

• A return-to-service statement confirming readiness for field use is required.

• The repaired LiDAR system will be shipped to USDA-ARS SAWS in Davis, California.

• The contractor shall provide shipping/RMA instructions for inbound delivery.

• The contractor shall return the repaired system packaged to protect precision instrumentation.

• Government will furnish the LiDAR system and available accessories, along with a description of observed symptoms.
