Quick Summary
The Department of the Air Force is conducting market research through a Sources Sought Synopsis (SSS) to identify potential sources for the repair, overhaul, or remanufacture of Multi-Functional Displays (MFDs) for the B-1 platform. This effort aims to determine if the requirement can be competitively procured or set aside for small businesses. Responses are due by March 20, 2026.
Purpose & Scope
The U.S. Air Force (422nd SCMS) is seeking information from interested parties capable of providing repair services for B-1 MFDs. This is for market research and planning purposes only; it is not a solicitation, and no contract will be awarded from this notice. The government is exploring all business sizes, including various small business categories, and may consider breaking out the requirement by airframe.
Key Requirements
Potential sources will be responsible for the repair, testing, preservation, packaging, and return of serviceable MFD units. This includes comprehensive contractor responsibilities such as supply chain management, logistics, forecasting of parts, long-lead parts procurement, reparable forecasting, and obsolescence management. Specific repair requirements are identified for two Part Numbers:
- Part Number 822-3143-001 (NSN 6610-01-591-4374): BASIC - 17 EA, OPT 1-4 - 17 EA each.
- Part Number 822-3142-001 (NSN 6610-01-603-0703): BASIC - 7 EA, OPT 1-4 - 7 EA each.
Technical Data & Source Approval
The government does not possess the associated technical data for this requirement; potential sources must independently acquire necessary technical data. Information on obtaining Technical Orders (TOs) and Engineering Drawings is provided through attached documents, including a "Request for Engineering Drawings" form (VER 9.1) and a "TO PUBLIC SALES FACT SHEET." A fee is associated with obtaining these documents. Potential sources must also complete a Source Approval Request (SAR) package as specified in the Qualification Requirements (QR) document (RQR-848), which outlines requirements for ESA source approval for critical safety and application items.
Submission & Evaluation
Interested sources must select "ADD ME TO INTERESTED VENDORS" on SAM.gov. Responses to this SSS are requested by March 20, 2026, and should be submitted to 422scms.rfi.responses@us.af.mil. Part I of the response must include detailed business information (Company Name, POC, CAGE Code, NAICS Code, business size, and certifications). The AFSC Small Business Office handles questions regarding the Tinker SAR Process.
